EXECUTIVE SUMMARY
Recommendation to award Request for Quotation under contract 19-7525, “Temporary Kitchen
Facility for Collier County Jail” to Capital Contractors, LLC in the amount of $379,944.60.
OBJECTIVE: To provide utilities connections, covered ramp and deck for two temporary mobile
kitchen cooking trailers to be used for meal preparation while the main Collier County jail kitchen is
closed for renovations.
CONSIDERATIONS: The proposed scope of work under Project No. 53007, “Temporary Kitchen
Facility for Collier County Jail” is consistent with the FY2019 Budget approved by the Board of County
Commissioners on September 20, 2018.
On July 16, 2019, utilizing contract 19-7525: General Contractors Annual Agreement, the Facilities
Management Division requested quotes for the “Temporary Kitchen Facility for Collier County Jail”
project through the Collier County Procurement Services Division Online Bidding System (BidSync).
The system sent the invitation to the six contractors listed under the annual contract. Three (3) vendors
submitted quotations by the August 22, 2019 deadline as summarized below:
Capital Contractors, LLC $379,944.60
Compass Construction, Inc. $396,384.00
Wright Construction, Inc. $437,660.15
The remaining (3) vendors on the annual contract submitted no bids by the deadline: Core Construction
Services of Florida, LLC, Chris Tel Construction, Co. and EBL Partners, LLC.
Staff determined the lowest quote is fair and reasonable and recommends awarding the purchase order to
Capital Contractors, LLC.
Due to the possibility of unforeseen conditions associated with the project, the solicitation incorporated an
allowance of $25,000 to address undocumented infrastructure that may be encountered during
construction. The price for any additional work that would utilize this allowance shall be negotiated prior
to commencement in accordance with the County’s Procurement Ordinance and the terms of the
Agreement.
FISCAL IMPACT: The project is expected to be completed in 2019 and will utilize available funds in
County Wide Capital Projects Fund (301) and Project 53007 in accordance with the previously approved
FY2019 budget.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
RECOMMENDATION: Award Request for Quotation under contract 19-7525, “Temporary Kitchen
Facility for Collier County Jail” to Capital Contractors, LLC in the amount of $379,944.60.
