OBJECTIVE: To provide median irrigation and landscaping improvements to a portion of State Road U.S. 41 North (Gulf Park Drive to Vanderbilt Beach Road) with funding assi stance from a Florida Highway Beautification Council (FHBC) grant and to provide maintenance activity in accordance with the terms of the Agreement. CONSIDERATIONS: The grant will provide for the improvements on State Road U.S. 41 North (Road ID: 03010000, Mile Post 5.824 to Mile Post 4.553) between Gulf Park Drive to Vanderbilt Beach Road, at an installation cost of approximately $103,522.75. The Florida Highway Beautification Council grant applicants are to be submitted on October 1, 2019. If awarded, Collier County’s request for $103,522.75 will be earmarked by the Florida Department of Transportation for the Fiscal Year 2020 Florida Highway Beautification Grant program. The grant will address plant replacements, irrigation renovations, and Hurricane Irma replacements. Project Milestones Dates Board Approval of Grant Application September 24, 2019 FDOT Florida Highway Beautification Application Due October 1, 2019, 5:00 pm FDOT Selection Letter of Acceptance Approximately December 2019 BCC Acceptance of Grant Award January 2020 Final Completion of Plans; FDOT Approval/BCC Approval of Grant and Attachments March 2020 Project Completion December 2020 The Florida Highway Beautification Council grant applicants are to be submitted on October 1, 2019. If awarded, Collier County’s request for $103,522.75 will be earmarked by the Florida Department of Transportation Beautification Grants for the Fiscal Year 2019-2020. Applicants may submit an unlimited number of grant applications, for any number of project sites. Each grant will be limited to a maximum of 10% of the total Florida Department of Transportation’s beautification grants budget or not to exceed $105,306.00. The grant will address plant replacements, irrigation renovations, and Hurricane Irma replacements. FISCAL IMPACT: If awarded, grant funds, in the amount of $103,522.75, would be appropriated in Grant Fund (711). Matching funds are not required but encouraged. The local contribution is estimated at $113,109, consisting of design and ongoing maintenance costs, are available in Landscape Capital Fund (112), Operating Project (31112). As an existing roadway segment, US 41 North (Gulf Park Drive to Vanderbilt Beach Road), the annual maintenance has been included in the FY20 budget within Landscape Capital Fund (112), Operating Project (31112). STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION BEAUTIFICATION GRANT APPLICATION Part I 650-050-10 PRODUCTION SUPPORT 07/18 GENERAL INSTRUCTIONS: Statutory requirements for the Beautification Grant Program are found in Section 339.2405, Florida Statutes. Within Rule Chapter 14-40, Florida Administrative Code, are sections dealing with the grant application process, grant award process, and funding, construction, and maintenance of beautification projects. These doc uments can be reviewed on the FDOT website, http://www.fdot.gov/designsupport/highwaybeautification/. When a decision is made to apply for a Beautification Grant, please immediately notify the District Grant Coordinator. A directory of Grant Coordinators is posted on the program website. The Grant Coordinator will provide guidance, and help ensure that no Department projects are in conflict with the grant project. Grant applications for landscape projects in conflict with other Department projects will not be accepted. SUBMISSION: Please complete all items in this application. A complete grant application includes digital copies of the following: 1) One illustrative plan proposal. The illustrative proposal can include existing site photos, sketches or renderings, and any narrative and labels to accurately describe the project. The plan must be legible when printed at 11”x17” size. Only one page will be accepted. 2) Form 650-050-10, Application Form, Part I 3) Form 650-050-10, Application Form, Part II (Submit a pdf of the excel document) 4) A copy of the signed resolution 5) Letter of Authorization from the Department 6) Optional letters of support To be eligible for a grant, digital copies of the above 6 items are to be submitted online by October 1, 5pm EST. (If October 1 falls on a weekend or holiday, the deadline will be the next following business day.) Late or incomplete applications, or any addendums or changes will not be accepted. US41 North (Pine Ridge to Gulf Park Drive); Scope: Converting irrigation wiring from 2-wire to multi- wire, upgrade to DC controllers, replace landscape destroyed by Irma, add new irrigation components as needed 2. US41 North (Gulf Park Drive to Vanderbilt Beach Road) ; Scope: Converting irrigation wiring from 2-wire to multi-wire, upgrade to DC controllers, replace landscape destroyed by Irma, add new irrigation components as needed 3. 951 (Jolley Bridge to McIlevane Bay Bridge); Scope: Replace landscape destroyed by Irma, review roadway to ID sightline issues, replace plants in these areas as needed 4. 951 (Mainsail to Fiddler's Creek); Scope: Replace landscape destroyed by Irma, this was an FDOT grant project in 2017 that reached final acceptance about one month before the storm; there was major damage. Upon examination of District One’s five year Work Plan we have found no proposed FDOT projects, roadway or landscape, that will conflict with the proposed beautification projects as identified in project limits and scope as stated. This Letter of Authorization allows the Collier County to proceed with their Beautification Grant submittal for the year of 2020. Please retain a copy for your records. A copy of this letter will be required to be submitted with your grant application.
