Agenda 09/24/2019 Item #16A 2 (Supplemental Agreement #2 to LAP Agreement for CC Traffic Management Center)09/24/2019 EXECUTIVE SUMMARY Recommendation to approve Supplemental Agreement # 2 to LAP Agreement 436971-1-98-01, giving Collier County's Traffic Management Center approval to procure all required traffic count station equipment and accessories needed; to authorize expenditures exceeding $50,000 to purchase the required equipment including repairs and upgrades through a single/sole source procurement; and to authorize expenditures of approximately $50,000 per fiscal year, through FY-2023, for licensing, software, maintenance, replacement and repairs. OBJECTIVE: To approve Supplemental Agreement #2 7.23.19, addendum to LAP Agreement 436971- 1-98-01, giving Collier County’s Traffic Management Center approval to procure all required traffic count station equipment and accessories. Additionally, to have the Board of County Commissioners authorize the use of Proprietary Product Certifications approved by Florida Department of Transportation (FDOT), Collier County Procurement and Grants, for the acquisition of listed equipment below through a Procurement Division approved Single Source Waiver, and approve the time extension granted by FDOT for the expiration of LAP Agreement 436971-1-98-01 through October 31, 2020. CONSIDERATIONS: As a requirement of the Intelligent Traffic System (ITS) Traffic Count Station Update Project, the County applied for and obtained a Proprietary Product Certification from the Florida Department of Transportation (FDOT), allowing the County to purchase traffic count station equipment and requisite accessories as single source systems to enable the County to procure future repairs and upgrades for those devices from the manufacturer. This new equipment will enable automation of the vehicle traffic count process and alleviate the need for staff to manually lay count hoses across busy arterials throughout the County. The required equipment consists of: • Wavetronix radar units, required accessories, software application and licenses, • Intuicom EB-Series radio system and required accessories, • M2M wireless modems and required accessories, • Iteris Vantage Cards and required accessories, • EDI Oracle 2 EC and required accessories, • Cabinet and required accessories, • Batteries and required accessories - 12V 450CCA 98 A.H. @20Hr or equivalent per cabinet, • Solar panels and required accessories, • Solar Charge Controllers and required accessories. On October 10, 2017, the Board approved LAP Agreement No. 436971-98-01 (the “LAP Agreement”) with the Florida Department of Transportation (FDOT), for the purchase of Traffic Count Station equipment. The LAP Agreement was executed on December 11, 2017 effective date. In order to procure all devices and accessories required for Traffic Count Stations to capture and report vehicle count data, we have been asked by FDOT, County Procurement and County Grants to have the Collier County Board of County Commissioners explicitly approve and authorize the addendum listing the equipment, the use of Sole Source Waivers and FDOT’s Proprietary Product Certification and the Budget Amendment in the amount of $453,469 dollars to be reimbursed by FDOT. FISCAL IMPACT: Budget Amendments have already been approved by the Board on October 10, 2017, Item 16.A.19 in the amount of $340,000, on February 26, Item 16.A.6 in the amount of $113,469, for a combined total of $453,469 within the Transportation Grant Fund 711, Project 33537. The funding source is the Federal Highway Authority (FHWA); whereby, these grant dollars are passed through the 16.A.2 Packet Pg. 679 09/24/2019 Florida Department of Transportation (FDOT) via the Local Area Project (LAP) agreement. (Project No. 33537) An estimated amount of $50,000 will be required annually through FY-2025 for Licensing, Software, Maintenance, Replacement and Repairs of Traffic Count Station equipment. GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the County’s Growth Management objectives and produces no negative impact. Collier County Traffic Operations staff has accumulated years of experience in the deployment and maintenance of the Wavetronix SmartSensor HD Units. The County currently uses 27 Wavetronix SmartSensor HD unites to provide count data throughout Collier County. The API (Application Program Interface) has also been written to convert Wavetronix date into MS2's (Midwestern Software Solutions) database format. No Market research needed for the following reason: 1.The current systems' manufacturer, Wavetronix only authorizes this item to be used with their system. 2. A "Proprietary Product certification was sought and awarded to the County for these items.
