Agenda 09/10/2019 Item #16D20 (2018/19 Federal Highway Admin Flexible Funds Grant)09/10/2019 EXECUTIVE SUMMARY Recommendation to authorize the execution of the 2018/19 Federal Highway Administration Flexible Funds Grant Award in the amount of $545,068 for the purchase and installation of signal priority equipment on transit vehicles as well as electronic fareboxes for paratransit vehicles through the Federal Transit Administration (FTA) Transit Award Management System (TrAMS) and authorize necessary Budget Amendment. OBJECTIVE: To obtain grant funds to make day to day operations more efficient a nd provide a better customer experience. CONSIDERATIONS: On March 26, 2019, the Board of County Commissioners (Board) authorized the submittal of a grant application for the 2018/2019 Federal Highway Administration Flexible Grant Funds in the amount of $545,068 to acquire and deploy technology that includes the purchase and installation of signal priority equipment on transit vehicles and electronic fareboxes for paratransit vehicles. The grant requires a twenty percent (20%) match for transit projects. Collier County has received approval from the Florida Department of Transportation (FDOT) to use $136,267 transportation development credits as a soft match for the grant. On July 15, 2019, County staff received notification of award from the FTA. Following Board approval, execution of the grant is processed through the FTA TrAMS by the Collier County Public Services Department Head, who serves as the Board’s appointed designee. FISCAL IMPACT: A Budget Amendment is required in the amount of $545,068 to recognize the grant revenue funds to Collier Area Transit (CAT) Grant Fund (424), Project 33642. Collier County has requested and received approval from FDOT for the use of $136,267 transportation development credits as a soft match for the Capital Grant Funds. GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the Transportation Element of the Growth Management Plan.
