Agenda 09/10/2019 Item #16D14 (SHIP Annual Reports)09/10/2019 EXECUTIVE SUMMARY Recommendation to approve the State Housing Initiatives Partnership Annual Reports and authorize the chairman to sign the Local Housing Incentives Certification to closeout Fiscal Years 2015/2016, 2016/2017, and interim Fiscal Years 2017/2018 and 2018/2019 to ensure compliance with program requirements. OBJECTIVE: To comply with the State Housing Initiatives Partnership (SHIP) Program annual report submission requirements. CONSIDERATIONS: Section 420.9075(10), Florida Statutes requires participants in the SHIP Program to submit an annual report signed by the county’s chief elected official, or his or her designee, to certify that the local housing incentive strategies and the local housing incentive plan have been implemented or are in the process of being implemented. The SHIP fiscal year runs from July 1st to June 30th. Local governments have three (3) years to expend program funds. The County must submit a “closeout” report outlining its affordable housing program and accomplishments to the Florida Housing Finance Corporation (FHFC) by September 15, after the end of the third (3rd) year, or when all funds for fiscal year allocation are spent (whichever occurs first). The Fiscal Year 2015/2016 report is being presented as a closeout report since the grantor approved an extension to expend all funding fully. The Board of County Commissioners (Board) recognized the FY 2015/2016 extension on February 12, 2019 (Agenda Item #16D3). The Fiscal Year 2016/2017 report is being presented as a closeout report. However, FHFC has approved a six-month extension to fully expend all funding. The Board recognized the FY 2016/2017 extension on July 9, 2019 (Agenda Item #16D4). The 2016/2017 report will be resubmitted once the closeout is complete. Therefore, Fiscal Years 2017/2018 and 2018/2019 reports are being presented as interim reports. The annual reports and certification form are due to FHFC via the Internet by September 15, 2019. Once the annual reports and certification form is executed and submitted to the FHFC, Collier County will be in compliance with the reporting requirements of the SHIP Program. FISCAL IMPACT: The annual reports have no new Fiscal impact. The funding source for this grant is the Florida Housing Finance Corporation. Funds a re budgeted in the SHIP Fund (791) Projects 33429, 33467, 33525, 33568, and 33569. Execution of this certification will ensure that Collier County continues to participate in and receive future funding for the SHIP Program. GROWTH MANAGEMENT: Execution of this certification and continued participation in the SHIP Program will allow Collier County to enhance the development of affordable workforce housing in accordance with the Housing Element of the Growth Management Plan of Collier County. LEGAL CONSIDERATIONS: The certification is a form document provided and required by the Florida Housing Finance Corporation.
