Agenda 09/10/2019 Item #16D13 (FY19/20 SHIP Budget Amendments)09/10/2019 EXECUTIVE SUMMARY Recommendation to authorize Budget Amendments for FY19/20 SHIP program allocation and FY18/19 and FY19/20 interest income in the amount of $47,971.70. OBJECTIVE: To support housing affordability in Collier County. CONSIDERATIONS: The State Housing Initiatives Partnership Program (SHIP), created by the passage of the 1992 William E. Sadowski Affordable Housing Act, provides funding to local communities to promote and advance affordable housing initiatives. Funds are generated through d ocumentary stamp tax on real estate transactions. Under the SHIP Local Housing Assistance Plan (LHAP) eligible strategies serve as a guideline for the use of all SHIP funds. Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation (FHFC) to undertake eligible strategies. To prevent a disruption in service, on June 11, 2019 (Agenda Item #16D8), the Board of County Commissioners (Board) approved an estimated award in SHIP funding. These fun ds are to be used to implement SHIP Program strategies outlined in the 2019/2022 LHAP that was approved by the Board on April 23, 2019 (Agenda Item #16D1). Based on the actual State Fiscal Year 2019/2020 Allocation, Collier County has been awarded a tota l amount of $599,931 in SHIP funding, a $261 increase from the original estimate. Program income in the amount of $47,710.70 was received from interest and loan repayments. The second Budget Amendment recognizes $36,694.28 in 2018/2019 program income of which five percent (5%) will be used as Administrative funds. All funds will be available in SHIP Grant Fund (791), Projects 33569 and 33613. The proposed action does not have an impact on the General Fund. LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action.
