Agenda 09/10/2019 Item #16D12 (6 Satisfaction of Mortgages)09/10/2019 EXECUTIVE SUMMARY Recommendation to approve six (6) Satisfactions of Mortgage for the State Housing Initiatives Partnership loan program in the amount of $59,800 and necessary Budget Amendments. OBJECTIVE: To support the affordability of housing in Collier County through the State Housing Initiatives Partnership (SHIP) down payment, emergency repair. and/or rehabilitation assistance programs. CONSIDERATIONS: SHIP, a state affordable housing program, provides assistance to first -time homebuyers for use towards a portion of the required down payment and emergency repairs to the newly acquired home. As a condition of award, the homeowner must repay the assistance provided upon sale, refinance, or loss of homestead exemption. Community and Human Services (CHS) staff received payoff request and payments for the properties listed below. The mortgages have been paid and the loans are satisfied. Martinez) was not dispersed to the client. Property owners are required to pay the amount they received ($2,500) which is less than the amount stated on the mortgage. Approval of this Item will authorize the Chairman to sign the satisfaction of mortgages and the executed documents shall be recorded in the Public Records of Collier County, Florida. FISCAL IMPACT: The repaid amount of $57,300 satisfies the mortgage amounts due to the recapture provision as noted above. The repayment is considered program income. $49,800 was deposited in SHIP Grant Fund (791), Project 33569 (program year 2018/2019) and $7,500 was deposited in SHIP Grant Fund (791), Project 33613 (program year 2019/2020). Deposited funds will be used for eligible SHIP activities. The first Budget Amendment recognizes $49,800 in program income for program year 2018/2019, of which five percent (5%) will be used as Administrative funds. The second Budget 16.D.12 Packet Pg. 1482 09/10/2019 Amendment recognizes $7,500 in program income for program year 2019/2020, of which five percent (5%) will be used as Administrative funds. The $10 recording fees were paid by the parties. LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote for Board approval. -JAB GROWTH MANAGEMENT IMPACT: SHIP housing programs help the County meet some of the goals and objectives of the Housing Element of the Growth Management Plan.
