Agenda 09/10/2019 Item #16D 8 (Grant Acceptance from FL Animal Friends)09/10/2019 EXECUTIVE SUMMARY Recommendation to approve the “after-the-fact” grant award acceptance from Florida Animal Friends in the amount of $24,850 to help support the mission of Domestic Animal Services by offering free spay or neuter procedures for large breed dogs and community cats. OBJECTIVE: Increase the number of spay/neutering surgeries for large breed dogs and community cats within Collier County. CONSIDERATIONS: Florida Animal Friends was established in 2004 by Florida Senator Nan Rich who sponsored a bill for animal license plates to raise funds for the benefit of spaying and neutering pets. On February 12, 2019, the Florida Animal Friends Fund announced their annual funding cycle. The Florida Animal Friends Board of Directors reviews applications from non-profit and municipal agencies across Florida. The maximum award per organizations is $25,000. The focus of the application was the targeting of important animal populations and increasing surgeries above existing baselines. The Board of County Commissioners (Board) approved the recommendation to authorize the electronic submittal of the Florida Animal Friends application on March 26, 2019 (Agenda Item #16D7) allowing the application to be submitted prior to the April 1, 2019 deadline. On August 1, 2019, the grant award notification was received by the Domestic Animal Services Division (DAS). With the award of this grant, DAS will be able to perform an additional 375 spay/neuter surgeries for large breed dogs and community cats within the next year. These funds will aid DAS in assisting in the reduction of overpopulation and ultimately save the lives of countless homeless cats and dogs from being put to sleep each year. A condition of the grant award was to have the signed award acceptance agreement executed no later than August 15, 2019. Because of the extremely short turn around necessary and the Board being in summer recess, an “after-the-fact” acceptance process was required. Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant acceptance documents with subsequent Board action at the next regularly scheduled Board meeting to ratify the approval as an “after -the-fact” award acceptance. The County Manager approved the grant award acceptance on August 12, 2019, and the execute grant acceptance letter was submitted to Florida Animal Friend on August 13, 2019. FISCAL IMPACT: A Budget Amendment is needed to appropriate the grant award in the amount of $24,850 within the Public Service Grant Fund (709), Project 33645. T here is no County match requirement. LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires majority vote for Board action. - JAB GROWTH MANAGEMENT: There is no impact on Growth Management in Collier County.
