EXECUTIVE SUMMARY
Approval of an “After-the-Fact” electronic submittal of the Retired Senior Volunteer Program
revised grant application and amendment to the Corporation for National and Community Services
in the amount of $7,500, to accept a donation of $192.50, and the associated Budget Amendments.
OBJECTIVE: To provide uninterrupted operation of Collier County’s Retired Senior Volunteer Program
(RSVP).
CONSIDERATIONS: Co-sponsored by Collier County since 1990, RSVP places senior volunteers in
various non-profit organizations and County agencies to provide support and community service. Collier
County Community and Human Services Division (CHS) will continue to administer this project, which
is seventy percent (70%) sponsored by the Corporation for Na tional and Community Service (CNCS).
On June 26, 2018, the Board of County Commissioners (Board) approved the acceptance of the three -year
Grant for the period of July 1, 2018 - May 30, 2021 for a total grant award of $166,566. (Agenda Item
#16D11).
On January 22, 2019, the Board approved a one-time Budget Amendment in the amount of $500 to
support Collier County’s participation in CNCS’s new National Service Criminal History Check
requirements. (Agenda Item #16D4).
On April 9, 2019, the Board approved year two of the three-year Grant. The period this covers is July 18,
2019 - May 30, 2020 for a total grant award of $54,522. (Agenda Item #16D10).
On June 27, 2019, the CNCS notified CHS that the County is eligible for an additional increase in the
baseline federal funding of $7,500. The application for augmentation funding was required to be
electronically submitted by July 15, 2019. It was timely submitted using the “After -the-Fact” process
authorized by CMA #5330. This amendment is being presented for Board ratification. The funds will be
permanently increasing the federal funding in future grant years. The purpose of this increase will be used
to support grantee’s efforts to recruit, retain and place RSVP volunteers.
Approval to accept donations to the RSVP Program was presented to the Board on March 12, 2019
(Agenda Item #16D13). On July 4, 2019, the Fort Myers Miracle presented the RSVP Program with a
donation of $192.50. These funds were a result of a donation at the Ft. Myers Miracle Game. It is t he
intent to use these donated funds to support RSVP activities in the support of our volunteers.

FISCAL IMPACT: Budget Amendments are required to increase the current RSVP Year 2 funding. The
additional funding in the amount of $7,500 will reside in Human Services Grant Funds (707), Project
33571. The match amount of $3,214 will be provided in part from the Ft. Myers Miracle Baseball Club
Donation in the amount of $192.50 within the Human Services Match Fund (708) and the remaining
match in the amount of $3,021.50 will be provided as a budget transfer from the CHS Client Assistance
Cost Center in the General Fund (001).
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
