P R O C L A M A T I O N
WHEREAS, behavioral health is an essential part of health and a person’s overall
wellness; and,
WHEREAS, an estimated one in four individuals will struggle with mental health
challenges and one in nine will struggle with substance use disorder
challenges in Collier County, as in all areas across our country; and,
WHEREAS, evidence supports that the nation is in an opioid crisis and overdose
deaths continue to grow exponentially; and,
WHEREAS, mental health issues are also increasing such that we have two suicides
in America for every one homicide; and,
WHEREAS, preventing and overcoming mental and substance use disorders is
essential to achieving healthy lifestyles, both physically and
emotionally; and,
WHEREAS, prevention of mental and substance use disorders works, treatment is
effective, and people recover when communities come together to
support a comprehensive system of care; and,
WHEREAS, to help more people achieve and sustain long-term recovery, the U.S.
Department of Health and Human Services, the Substance Abuse and
Mental Health Services Administration, the White House Office of
National Drug Control Policy, the David Lawrence Center, the Collier
County Sheriff’s Office, our local judicial system, the Collier County
Public Schools, the National Alliance on Mental Illness, Naples
Community Hospital, Drug Free Collier and a host of other mental
health and substance abuse advocates invite all residents of Collier
County to participate in National Recovery Month.
NOW THEREFORE, be it proclaimed by the Board of County Commissioners of Collier
County, Florida, that September 2019 be designated as
NATIONAL RECOVERY MONTH
IN COLLIER COUNTY
DONE AND ORDERED THIS 10th Day of September 2019.
