EXECUTIVE SUMMARY
Recommendation to approve the after-the-fact submittal of the attached Pre-Disaster Mitigation
Grant Application for beach dune restoration in Barefoot Beach Preserve.
OBJECTIVE: To receive after-the-Iact approval from the Board of County Commissioners to submit
a State of Florida Hazard Mitigation Grant application to the Florida Division of Emergency
Management to fund the Barefoot Beach Preserve Restoration Project through sea oat planting and
exotic plant removaL
CONSIDERATIONS: The Pre-Disaster Mitigation Grant Program was created for the purpose of
providing grants to assist State and local governments to implement cost-etJective hazard mitigation
activities prior to disasters by reducing risk to people and property. while also minimizing the cost of
disaster recovery.
During the last decade B:rreji)ot Beaeh Preserve area has sufTered signiticant erosion and damage to the
dune system vegetation. The proposed project is to furnish and install a 10 I()ot wide sea oat dune
butTer and re-plant eroded dune areas, In addition, 32 acres of exotic vegetation will be removed.
!'he Pre-Disaster Mitigation Grant application was due to the State of Florida's Division of Emergency
Management by December 21, 2007, We \Vcre unable (0 comp!etc this intense grant application to
meet the deadline for NOVUS, therefore. it was necessary to request the County \1anagers approval of
the applications to be followed by after-the-fact approval of the Board of County Commissioners at the
January 15,2008 meeting. The Barel{)ot Beach application was approved I{ll' submittal by the County
Manager on December 19,2007. Because the application required an electronic submittal, the County
Manager's approval also authorized Gary McAlpin or Allen Madsen to eleclronically submit the grant
and to "sign" the required Assurances and Certifications on behalf of Collier County,
Collier County CMA #5330 authorizes the County Manager to approval the submittal of grant
applications with subsequent Board of County Commissioners action at the next available Board
meeting to ratify the approval as "after-the- fact."
I f awarded this grant will be completed one year ti'om the awarded date, The total amount of funding
under this program equals $3,000,000. A twenty five (25%) percent local match is required. This
project is estimated to cost $188,154, With a anticipated b'Tant award of $141, liS. the local match will
equal $47,039.
FISCAL IMPACT: The maximum grant request permitted is $141,115. The total project cost is
expected to be $188,154. The Coastal Zone Management Department will be requesting $14 1.115 in
grant funds and $47,039 is required as the local match, Sufficient FY 08 budget exists within Beach
RenourishmentlPass Maintenance Fund (195) to fund the local match
GROWTH MANAGEMENT IMPACT: The Barefoot Beach Preserve Restoration Project supports
Objective (VI) Subsection 163.3177 (S)(d), of the of the Growth Management Plan by the conservation,
use, and protection of natural resources in the area. including beaches.

Florida continues to be one of the fastest growing states and is
currently the fourth largest state based on population. This trend in
growth, coupled with the fact that a great majority of the population
lives within 10 miles of the coastline, makes Florida population
extremely vulnerable to the impacts of natural, technological and
man-made hazards. This section of the plan will provide an
overview of the specific natural, technological and man-made
hazards that can affect the state, including information on historical
occurrences and the probability of future occurrences. It is not
intended as a quantitative risk analysis, nor is it intended to take

Scope of Work
What are the goals and objectives of this activity?
The proposed project is to protect the natural beach and dune system from additional damage during a storm
event. During the last decade Barefoot Beach area has suffered significant erosion and damage to the dune
system vegetation. This beach has never been renounshed. The proposed project is to install a 10-fool wide sea
oat dune buffer 1-3/4 miles long. Eroded dune vegetation will also be replanted to help protect the remaining
dune system.
Briefly describe the need for this activity.
Barefoot Beach is divided Into a developed region within the Public Utilities District (PUD) and an undeveloped
preserve (Barefoot Beach Preserve) The deveioped region has shown a change in shoreline position of -13.8
feet since 2000. Barefoot Beach has lost 3n average ofF 3 feet since 2000. COASTAL PLANNING &

Describe the prOblems this activity will address
Restoration of Barefoot Beach Preserve will address beach erosion through dune and habitat I'estoratlon by
planting sea oats. A critical part of Florida's coastal ecosystem, sea oats act as natural sand traps and anchors
lor building sand dunes, protecting beach areas during storms and providing a natural habitat for wildlife. After a
hurricane, it can take years for new sea oats to reach maturity and re-establish protectjve dunes. The planting of
sea oats will !10t only prevent dune erOSIon. but will allow for the natural reestablishment of beaches in this
oreserve

Sea oats will be planted along the existing vegetation line in a .: O-foot wide swath for approximetly 1-3i4 miles.
These plants will be protected from human impact by Installing a barrier of biodegradible rope and wooden

4 Decision Making Process
Describe the process you used to decide that this project is the best solution to the problem.
Barefoot Beach Preserve Beach is a nonrenourishable preserve. Sand cannot be added to the beach and
replanting of sea oats is the only natural way to restore the habitat and dune system. This beach is heavily
visited-last year over 322,500 people visited this preserve and this number continues to grow annually. Due to
damage of the natural vegetation and sea oats, exotic vegetation has taken over. Exotics are non-native plants
that invade natural habitats. This exotic vegetation needs to be removed as it does not prevent erosion or help
with beach renewal. Exotic vegetation does not provide habitat for animals such as loggerhead sea turtles and
gopher tortoises.
Explain why this project is the best alternative.
Since Barefoot Beach Preserve is nonrenourishable due to State environmental laws, sea oats give the best
protection for the dune system during a storm event. The areas chosen for this pOJect have had extensive dune
and habitat damage during storm events, and the natural vegetaion has been washed away or severely
damaged and needs to be replaced.

What is the source and type of the problem?
The source of the problem is strong surf action during storms and hurricanes. This strong surf has caused beach
erosion over the past few decades. Action is required to preserve the beach dune system and the erosion of
valuable preserve property.
How frequent is the event?
The number of storms varies from year to year. Serveral hurricanes have impacted the Collier County coast in
the past few years. The cumulative damage from these storms requires that the dunes be replanted with natural
vegetation.
How severe is the damage?
In some areas over 50% of the dunes have been lost. This sometimes leaves an escarpment 2' to 6' high. This
escarpment will act as a wall for incoming wave action, and erosion will continue to occur during storm events.
What kinds of property are at risk?
r-Jatural Preserve including native plants such as sea oats, rail road vine, native scavola.
Are there belter, alternative ways to solve the problem?
No. Barefoot Beach Preserve is by law non-renounshable. Because sand cannot be replaced, a natural remedy
must be utilized.

The desired outcome of this mitigation project is to protect Barefoot Beach Preserve beaches. This will be

Throughout this project Coastal Zone Management will be partnering with Collier County Parks and Recreation
in helping provide public outreach and education about native dune restoration.

Renourishment of Barefoot Beach Preserve will have the social benefit of enabling the public to have access to
improved beaches. Without this hoped for mitigation, these beaches will continue to erode and degrade. The
beaches of Collier County are a major draw for tourists and their dollars--the beaches have long term financial
benefits for Collier County and Florida.

The Pre-Disaster Mitigation Grant Program was created fe)r the purpose of providing grants to assist
State and local governments to implement cost-effective hazard mitigation activities prior to disastcrs
by reducing risk to people and property, while also minimizing the cost of disaster recovery.
During the last decade Barefoot Beach Preserve area has suffered significant erosion and damage to the
dune system vegetation. The proposed project is to furnish and install a ] 0 foot wide sea oat dune
buffer and re-plant eroded dune areas. In addition, 32 acres of exotic vegetation will be removed.
The enclosed Pre-Disaster Mitigation Grant applications are due to the State of Florida's Division of
Emergency Management by December 21, 2007. Coastal Zone Management Staff were unable to
complete this intense grant application to meet the deadline for NOVUS, therefore, it is necessary to
request your approval of the applications to be followed by after-the-fact approval of the Board of
County Commissioners during the January 15, 2008 meeting.
Because this application is submitted electronically and does not require a physical signature, your
approval should also include authorization for Gary McAlpin or Allen Madsen to electronically submit
the grant application and approve the Assurances and Certifications as required by the grantor. The
Executive Summary will include language explaining this authorization as well. The grantor requires
