EXECUTIVE SUMMARY
Recommendation to award RFQ #2007-0920b, Collier County Seasonal and Year-round
Business "How to Recycle" Videos, to The Naples Studio in the amount of $51,800.
OBJECTIVE: To obtain approval from the Board of County Commissioners to award RFQ
#2007-0920b Collier County seasonal and year-round business "How to Recycle" videos to the
Naples Studio in the amount of $51,800 to enhance business recycling in Collier County as
outlined in the Integrated Solid Waste Management Strategy.
CONSIDERATIONS: The Solid Waste Management Department is responsible for increasing
recycling throughout Collier County to preserve valuable landfill airspace and to protect our
environment. On July 27, 2004, the Collier County Board of County Commissioners (BCC)
approved the mandatory Non-residential Recycling Ordinance 2004-50, Agenda Item 17F, and
on December 5, 2006, approved the Integrated Solid Waste Management Strategy (lSWMS).
One of the 32 components of the ISWMS is to provide for and advance recycling through
educational outreach and training in the business community. On October 9, 2007, the BCC
accepted a $79,732 Florida Innovative Waste Reduction and Recycling Grant applied for by the
Solid Waste Management Department. The grant-funded project consists of three training
videos: (I) Video One: Seasonal Business "How to Recycle" video, (2) Video Two: Year Round
Business "How to Recycle" video, and (3) Video Three: Collier County's Recycling Ordinance
and Recycling Centers. The videos will incorporate the concepts found in the Enduring Guiding
Principles of the ISWMS. This state grant funded project provides a best value for Collier
County taxpayers by using state funds to supplement County operations.
On September 20, 2007, the Solid Waste Management and Purchasing Departments sent a
Request for Quote (RFQ) to 22 firms on the county's Public Relations & Media Vendor list
inviting proposals to produce the business recycling videos. Two vendors responded. One firm
withdrew their bid after determining they could not meet the elements of the project. The Naples
Studio was left as the only qualified bidder. The Solid Waste Department Team met on
Thursday, October 18, 2007 and selected The Naples Studio as the qualified and responsive
bidder.
FISCAL IMPACT: The total cost of this RFQ is $51,800. This project will be paid for by the
Florida Innovate Waste Reduction and Recycling Grants. Funds are available in the Solid Waste
Disposal-Grants Fund 472, Project Number 440321.
GROWTH MANAGEMENT IMPACT: This Executive Summary is in compliance with the
Growth Management Plan that provides for increased recycling and reuse of the solid waste
stream. Additionally, the Board approved Integrated Solid Waste Management Strategy
provides for 32 Options which include increased recycling county-wide to save valuable landfill
aIrspace.
