Executive SUmmary
Recommendation to reject the result of Bid No. 07-4193, attained by International Baler
Corporation to Furnish and Install a Horizontal Baler, for Naples Airport Recycling
Center Project Number 590031.
OBJECTIVE: The public purpose is to increase the operation and efficiency of the Naples
Airport Recycling Center. This will be achieved by the purchasing a new baler that will
reduce the manual labor required to operate while producing more bales of materials per week.
CONSIDERATION: The existing baler is extremely labor intensive, requiring significant
manual effort in the loading of material (cardboard) and requires manual banding of the
compacted bales. This baler produces cardboard bales of 1,200 pounds. The recycling center
currently produces roughly 25, 1,200 pound bales every week, or 15 tons per week with this
baler.
The proposed replacement baler greatly reduces the amount of manual labor required. It
includes a conveyor for automated loading and self bands the bales. As a result, this baler
produces] ,800 pound bales at a rate of 50 bales per week, or 45 tons per week. The new baler
would produce the same tonnage of bales as the existing baler in approximately 1/3 the time
currently spent. This would free up County staff to accomplish other tasks, and provide an
opportunity to expand the baling operation to include other recyclables. The proposed new
baler can also be used to bale newspaper, plastics, office paper and aluminum cans. The
County presently does not bale these materials. Staff reports that the saleable value of baled
materials is significantly higher than unbaled materials
A formal competitive bid was advertised on September 4, 2007, under Bid No. 07-4193. The
Solid Waste Management Department budgeted $175,000 for the baler purchase and
installation. Three bids were received and the sole qualified and responsive bid was rrom
International Baler in the amount of $265,563. This bid exceeds the amount budgeted by the
Solid Waste Management Department. This project will be re-bid more comprehensively
within a restructured bid package, to solicit more economical bid responses. .
FISCAL IMPACT: Funds are available for Project 59003 from the Solid Waste Capital
Project Fund 474. Fund 474 was budgeted and approved by the Board on September 20, 2007.
GROWTH MANAGEMENT IMPACT: This project is compliant with the County's Growth
Management Plan and the Integrated Solid Waste Management Strategy which calls for
increased recycling to preserve valuable landfill airspace.
RECOMMENDATION: That the Board of Commissioners reject the bid of $265,563 Bid
No. 07-4193, received from International Baler Corporation, and all bids received for Bid No.
07-4193, to Furnish and Install a Horizontal Baler lor Naples Airport Recycling Center.
