EXECUTIVE SUMMARY
Recommendation to Award Bid Number 08-5005 for the purchase of backflow prevention
assemblies and associated materials to Fcrguson Enterprises, Incorporated as the primary
vendor and Mainline Supply Company as the sccondary vendor in the estimated amount of
$540,089.64.
OBJECTIVE: The object is to obtain approval from the Board of County Commissioners, Ex-
Officio, the Governing Board of the Collier County Water-Sewer District, to award Bid Number
08-5005 to Ferguson Enterprises, Incorporated as the primary vendor and Mainline Supply
Company as the secondary vendor for the purchase of backflow prevention assemblies and
associated materials.
CONSIDERATIONS: The Water Department is required through Collier County Ordinance
97-33 "Cross Connection Control Ordinance" to manage the installation and maintenance of all
backflow prevention devices which are part of the potable water services that are owned and
maintained by the Collier County Water Service District. The bid includes all parts needed to
construct or replace the ';4" to 10" devices located throughout the District.
The bid was posted on September 24, 2007, by the Purchasing Department, with 20 vendors
requesting packages. The Purchasing Department received five bids. After review of the bids by
staff, four of the five vendors were found to be in compliance. The Public Utilities Division
recommends award to the lowest responsive bidder, Ferguson Enterprises, Incorporated as the
primary vendor and Mainline Supply Company as the secondary vendor.
FISCAL IMPACT: Funds in the amount of $540,089.64 are available in the County
Water/Sewer Fund (408). The source of funding is user fees. The exact amount of the contract
purchases will be dependent on the number of devices required to be installed or on parts needed
for repairs during the life of the contract.
GROWTH MANAGEMENT IMPACT: There IS no impact on the County's Growth
Management Plan.
RECOMMENDATION: The Board of County Commissioners award Bid #08-5005 for the
purchase of backflow prevention assemblies and associated materials to Ferguson Enterprise,
Incorporated as the primary vendor and Mainline Supply Company as the secondary vendor, in
the estimated amount of$540,089.64.
