Agenda 01/15/2008 Item #16B 9 Agenda Item No. 16B9 January 15. 200S Page 1 of 5 EXECUTIVE SUMMARY Recommendation to approve General Planning Contracts with AIM Engineering, Inc. and Dyer, Riddle, Mills & Precourt, Inc. (DRMP) for Contract #07-4198 for Fixed Term MPO General Planning Services, OBJECTIVE: To receive approval of the contracts for consulting services to assist the Metropolitan Planning Organization (MPO) in conducting planning services related to the Unified Planning Work Program (UPWP). CONSIDERATION: The MPO requires the services of consultants to provide production support to the MPO transportation planning activities. In accordance with Federal Highway Administration (FHWA) guidelines, planning (PL) funds expended on consultant services must be in accordance with FHW A criteria. This generated the need for the MPO to obtain consultant services through a separate process rather than using existing contract services in place with the County to ensure that FHW A criteria is followed in the selection and contracting process. The work involves providing guidance and assistance to the MPO staff on a work assignment basis in a variety of planning, engineering, technical, analytical, statistical, graphical, public involvement and product review activities. Specific tasks will be assigned to the consultants on an as-needed basis. The RFP was issued in accordance with Florida State Statute 287.055, Consultant Competitive Negotiation Act, and was publicly advertised. Eight firms responded to the advertisement by the due date and a selection committee meeting was held and by consensus of the members (the selection committee included a member of the Transportation Planning Department, three membcrs of the MPO staff and a member from Florida Department of Transportation), two firms were short listed as follows: I. AIM Engineering, Inc. 2. DRMP Staff negotiated a fair and rcasonable rate schedule fee for the categories of professional, support and other services which are associated with the fixed term contract. The MPO Board unanimously endorsed the selected firms at their December 14,2007 meeting. The contract and all Work Orders are subject to MPO Board approval, therefore work covered by these contracts may not begin until the contract is approved by both the Board of County Commissioners (BCC) and the MPO Board and executed by all required parties. FISCAL IMPACT: Funds for the Work Orders will come from the respective departments issuing the Work Orders.
