EXECUTIVE SUMMARY
Recommendation to award Bid #08-5014, "Golden Gate Pedestrian Bridges", for the purchase and
installation of prefabricated pedestrian bridges crossing the Santa Barbara Canal on both sides of
Golden Gate Parkway within the existing rigbt-of-way to Quality Enterprises USA, Inc, in the
amount of $389,576.20. (Project #600501),
OBJECTIVE: To award Bid #08-5014, "Golden Gate Pedestrian Bridges", to Quality Enterprises USA,
Inc, in the amount of $389,576,20,
CONSIDERATION: On October 30, 2007, the Purchasing Department sent 310 notices to vendors for
Bid #08-5014, "Golden Gate Pedestrian Bridges", for the purchase and installation of prefabricated
pedestrian bridges crossing the Santa Barbara Canal on both sides of Golden Gate Parkway within the
existing right-of-way,
On November 14,2007, a non-mandatory pre-bid meeting was held, at which time all prospective bidders
had questions answered regarding the bidding documents for this project. On December 6, 2007, five
bids were received and opened, one of which was deemed non-responsive, Staff reviewed the unit pricing
on the bid tab, and Quality Enterprises USA, lnc, was the lowest, qualified and responsive bidder, The bid
total was $389,576,20, The bid results were as follows:

FISCAL IMPACT: Funds in the amount of$389,576,20 are available in Project #600501. This project
is part of a Local Agency Program (LAP) Agrcement for construction with the Florida Department of
Transportation (FDOT) in which up to $262,500 will be reimbursed by the FDOT following completion
and acceptance of the project.
GROWTH MANAGEMENT IMP ACT: This proje'Ct is consistent with the Transportation Element of
the Growth Management Plan,
RECOMMENDATION: That the Board award Bid #08-5014, "Golden Gate Pedestrian Bridges", to
Quality Enterprises USA, Inc, in the amount of $389,57620 and authorize the Chairman to execute the
standard contract after review by the County Attomey's Office,
