EXECUTIVE SUMMARY
Recommendation to award Bid No. 08-5025 to Stahlman - England Irrigation Inc. for the
Palm River Estates Unit 5 - Imperial Golf Estates Unit 4 Stormwater Improvements,
Project Number 510143 with the base amount being $312,097.89, plus the alternative of
$5,583.90, for a total amount of $317,681.79
OBJECTIVE: To receive Board approval for the award of a contract to proceed with the Palm
River Estates Unit 5 - Imperial Golf Estates Unit 4 Stormwater Improvements for $317,681.79
per plans and specifications to the lowest, qualified and responsive bidder, Stahlman - England
Irrigation Inc.

CONSIDERATIONS: The bid was advertised on November 20, 2007 in the Naples Daily News
and notices were sent to 322 vendors, On December 7, 2007, a non-mandatory pre-bid meeting
was held to explain the contract specifications and answer any questions that the prospective
bidders may have, On December 20, 2007, scven (7) bids were received and reviewed by the
Stormwater Management Staff and the Project's Design Professional in conjunction with the
Purchasing Department. Responses were received from the tollowing tirms: Stahlman-England
Irrigation Inc., Quality Entetprises USA, [nc., Douglas N, Higgins, Inc., Mitchell and Stark
Construction Co. Inc" Haskins Inc., Alliance Steel Construction, Inc. and EHC, Inc. The seven
bids received ranged from $317,681.79 to $621,573.80 including the cost of the water main
relocation alternative.
The project is located within platted public drainage and utility easements in Palm River Estates
Unit 5 and also in Imperial Golf Estates Unit 4 and was identified as a restriction in the COM
North Livingston Road Area Stonnwater Management Plan of April 2003.
The project generally consists of relocation of an existing ditch and utilize a
combined 75'drainage and utility easement for the cast to west improvements and a 20'to 40'
drainage easement for the north/south stormwatcr irnprovemcnts, install culverts, catch basins,
establish a maintenance pathway in ordcr to address annual maintenance by Road Maintenance
anticipated to cost $15,056, incrcasing the flow way capacity, and replace failed drainage
structures. Restoration shall be in accordance with the plans and specifications by Q. Grady
Minor and Associates, P.A.
In efforts in working with the community, the Stormwater Department staff notified the affected
property owners of an upcoming community meeting in May 2007 to discuss the project plans
and solicit comments from the affected owncrs, Upon receiving owner comments and evaluation
of the comments in the design plans, another community meeting was held in October 2007 to
display the final plans.

To address the Imperial Golf Estates HOA outstanding fence issue, a bid alternate was included
in the bid which identified a cost to re-install the 1360 LF of chain link fence that belonged to the
Imperial Golf Estates HOA. Should the HOA decide to have the fence re-installed, a current
contracted price would be available.
In addition, an alternate to relocate an existing County water main was also requested in the bid.

Staff has reviewed the bids received and recommends awarding the construction contract to
Stahlman - England Irrigation Inc. as the lowest, qualified and responsive bidder. Their base bid
was the lowest being $312,097.89. Further, after discussions with Collier County Utilities staff,
the stormwater staff is also recommending that bid alternate for the water main relocation be
included in the award at $5,583.90.
FISCAL IMPACT: A budget amendment is necessary to fund the total construction amount of
$317,681.79 plus a ten percent contingency amount of $31,768.00 for unforeseen related
expenses for a total amount of $349,449.79. Funds in the amount $118,006.79 are available in
the North Livingston Basin Stormwater Master Plan, Project No. 510141. Funds in the amount
$231,443.00 are available in the Egret and Mockingbird Interconnect Project, Project No.
510252.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
RECOMMENDA nON: That the Board of County Commissioners award Bid No. 08-5025 to
Stahlman - England Irrigation Inc. to include their base bid and water main relocation bid
alternate; authorize the Board Chairman to execute the standard, County Attorney approved
contract with Stahlman ~ England Irrigation Inc.; for the Palm River Estates Unit 5 ~ Imperial
Golf Estates Unit 4 Stormwater Improvements, Project Number 5] 0143, for a total amount of
$349,449.79 and approve the necessary budget anlendments.
