EXECUTIVE SUMMARY
Recommendation to award a construction contract to Better Roads, Inc. for Immokalee Road
(C.R. 846) Shoulder Improvements, from North of Platt Road to East of Corkscrew
Lane/Sanctuary Road. F.M. No. 417350-1, Bid No. 08-5029. Project No. 60016, in the amount
of $215,633.51
OBJECTIVE: To award a construction contract to Better Roads, Inc, for [mmokalee Road (CR.
846) Shoulder Improvements, from North of Platt Road to East of Sanctuary Road. F,M. No.
417350-1, Bid No, 08-5029,
CONSIDERATIONS: The County entered into Local Agency Program (LAP) agreement with
Florida Department of Transportation (FOOT), wherein FOOT will reimburse Collier County up to
the sum of $405,00,00 for paved shoulders on Immokalee Road (CR 846) from north of Platt Road
to east of Corkscrew Lane/Sanctuary Road, The paved shOll[ders will improve the safety of this
section of Immoka[ee Road. The construction is scheduled to commence in spring of2008.
On November 30,2007, the Purchasing Department sent 362 notices to vendors for Bid #08-5029, A
non-mandatory pre-bid meeting was held on December [8,2007. Five bids were opened on January
10,2007 and are as follows:

The [ow bid from Better Roads, 1nc, is 49,95% below the Engineer's Cost Estimate of
$422,425,84,
FISCAL IMPACT: Funds in the amount of $215,633,5 [ are available in Project #60016.
Source offunds are gas taxes, Upon completion of the project, FOOT will reimburse the County
up to the sum of$405,OOO,00
GROWTH MANAGEMENT IMPACT: Proposed improvements on Immokalee Road (CR.
846) from north of Platt Road to east of Corkscrew Lane/Sanctuary Road have no impact on the
Growth Management Plan,
RECOMMENDATION: That the Board of County Commissioners approve: J) the contract
with Better Roads, Inc. for construction oflmmoka[ee Road (CR, 846) Shoulder Improvements,
from North of Platt Road to East of Sanctuary Road, and 2) authorize the Chairman to execute
the standard contract after review by the County Attorney's Office and, 3) authorize a temporary
speed limit reduction from 55 mph to 45 mph within the limits of the project throughout the
construction phase.
