Agenda 02/12/2008 Item #16B 2 EXECUTIVE SUMMARY Agenda Item No, 1682 February 12, 2008 Page 1 of4 Recommendation for the Board of County Commissioners to approve a budget amendment to move $88,000 in unspent General Fund dollars that rolled from fiscal year 2007 into fiscal year 2008 within Transportation Disadvantaged Fund (427) to the Collier Area Transit Operations Center Capital project element with Fund (313). OBJECTIVE: Process a budget amendment moving $88,000 in unspent FY 2007 General Fund dollars which rolled within Transportation Disadvantaged Fund (427) to the Collier Area Transit Operations Center Capital project element within Fund (313) in order to fund required sewer connection expenses, CONSIDERATION: The Department of Alternative Transportation Modes has been working with the Facilities Department to complete renovations and improvements at 8300 Radio Road, a Collier County property purchased for the operation and maintenance of Collier Area Transit/Paratransit In December, staff had reported to the Board of County Commissioners that the Health Department was requiring the County to connect to the County scwer system, The planned use of the septic 5ystem was compromised during the installation of irrigation and fire hydrant lines making the septic system inoperable, The County Facilities Department, working with the County Utilities Department, determined that connecting to the existing sewer system of Ibis Club, a residential community adjacent to the property, would only serve as a temporary solution and that it would be in the County's best interest to maintain a separate sewer connection, The expense for this sewer connection is anticipated to be approximately $324,600, Some of the planned renovations for the Operations Center have been placed on hold in order to minimize the unanticipated scwer expense, An additional $88,000 from the FY08 paratransit budget is needed to complete the sewer construction and connection, In 2007, $851,100 in savings were achieved in the Transportation Disadvantaged Fund (427) due to the consolidation of Transportation Disadvantaged and the Fixed Route Services under one contract; which resulted in a 44% decrease in the number of paratransit trips from 2006 to 2007, ,- FISCAL IMP ACT: A total of approximately $851,100 in unspent General Fund dollars rolled from fiscal year 2007 into fiscal year 2008 within Transportation Disadvantaged Fund (427), From this amount, the Board of County Commissioners on January 15, 2008 authorized a budget amendment moving $700,000 to Fund (313) in order to support the Bridge Repair/Rehabilitation program, The remaining unspent FY 2007 General Fund roll is approximately $151,100. Transportation staff is requesting that $88,000 be moved via budget amendment from Fund (427) project (31427) to Fund (313) project (35010) in order to fund sewer connection expenses. If approved, the remaining roll balance of General Fund dollars within Transportation Disadvantaged Fund (427) would total approximately $63,100, Agenda Item No. 1662 GROWTH MANAGEMENT IMPACT: Consistent with the Transportation t~12, 2008 in Objectives 10 and 12 of the Growth Management Plan, age 2 of 4 RECOMMENDATION: That the Board of County Commissioners approve the necessary budget amendment.
