EXECUTIVE SUMMARY
Recommendation that the Collier County Board of County Commissioners
accept additional funds from the Florida Department of Transportation in the
amount of $14,650 and provide a fifty percent (50%) match in the amount of
$14,650 for a total Budget Amendment of $29,300 for security enhancements for
the aviation fuel storage tank system (fuel farm) at the Marco Island Executive
OBJECTIVE: That the Collier County Board of County Commissioners accept
additional funds from the Florida Oepartment of Transportation (FOOT) in the amount
of $14,650, and provide a fifty percent (50%) match in the amount of $14,650 for a
total Budget Amendment of $29,300 for security enhancements at the aviation fuel
storage tank system (fuel farm) at the Marco Island Executive Airport.
CONSIDERATIONS: The Collier County Airport Authority has determined that it
would be beneficial to and in the interest of public safety and security to install security
lighting, fencing and surveillance cameras at the aviation fuel storage tank system
(fuel farm) at the Marco Island Executive Airport. The total estimated cost to purchase
these security enhancements is $29,300. Under a grant previously accepted by the
- Collier County Board of County Commissioners on November 28, 2006, Agenda Item
No. 16(G)1, FOOT will participate in a fifty percent (50%) grant match.
A Budget Amendment is required to recognize FOOT funding, and to fund the local
match requirement.
FISCAL IMPACT: There is no fiscal impact in accepting the additional funding. The
fiscal impact of the budget amendment request for matching funds is an increase in
the Airport Authority General Fund (001) transfer in the amount of $14,650.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
associated with this Executive Summary.
RECOMMENDATION: That the Collier County Board of County Commissioners
accept additional funds from the FOOT in the amount of $14,650, and provide a fifty
percent (50%) match in the amount of $14,650 for security enhancements for the fuel
farm at the Marco Island Executive Airport.

RESOLUnON OF THE COLLIER COUNTY AIRPORT AUTHORITY APPROVING
THE SUBMITTAL OF A BUDGET AMENDMENT REQUEST TO THE COLLIER
COUNTY BOARD OF COUNTY COMMISSIONERS FOR THE AMOUNT OF $14,650
TO MATCH A FIFTY PERCENT (50%) FLORIDA DEPARTMENT OF
TRANSPORTATION GRANT FOR SECURITY ENHANCEMENTS FOR THE
AVIAnON FUEL STORAGE TANK SYSTEM (FUEL FARM) AT THE MARCO

WHEREAS, the Collier County Airport Authority has determined that it would be
beneficial to and in the interest of public safety and security to install lighting, fencing and
surveillance cameras for the aviation fuel storage tank system (fuel farm) at the Marco Island
Executive Airport; and
WHEREAS, the total estimate to purchase these security enhancements is $29,300; and
WHEREAS, the Florida Department of Transportation (FDOT) will participate in a
SO/50 grant match up to $14,650; and
WHEREAS, a Budget Amendment increase is required to fund the County's fifty
percent (50%) match of$29,300 in the amount of$14,650; and
WHEREAS, the fiscal impact of this Budget Amendment request is an increase in the
Airport Authority General Fund transfer in the amount of$14,650.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE COLLIER COUNTY
AIRPORT AUTHORITY, that the Authority approves the submittal of a Budget Amendment
request to the Collier County Board of County Commissioners for the amount of $14,650 to
match a 50% FDOT grant for security enhancements at the fuel farm at the Marco Island
Executive Airport.
PASSED AND DULY ADOPTED by affirmative majority vote of the Collier County

1. Security Fencing
Scope of Work:
Install 300 ft. of 6 ft, II gauge security fencing with 3 strand razor wire around outside
perimeter of existing spill containment wall. Fabricate and install four (4) 4 ft. x 6 ft.
maintenance access gates (for personnel & fuel tuck access) with magnetic key code
locks.
ESTIMATED COST OF LABOR: $ 2,500

Scope of Work:
Upgrade existing airport black and white, VHS CCTV system to include installation of
color, digital recording/disc burner, transfer and surge protection equipment and new
color TV monitor. Install two (2) additional wireless camera systems for 24 hour
security monitoring of the airport fuel storage/delivery facility located in a remote and
visually restricted area.
ESTIMATED COST OF LABOR: $3,275
