EXECUTIVE SUMMARY
Recommendation that the Collier County Board of County Commissioners
approve a budget amendment in the amount of $44,500 to fund mitigation at
Rookery Bay to meet South Florida Water Management District and the Army
Corps of Engineers' mitigation requirements for the South Taxiway construction
permit at Everglades Airpark
OBJECTIVE: That the Collier County Board of County Commissioners approve a
budget amendment in the amount $44,500 to fund mitigation at Rookery Bay to meet
South Florida Water Management District (SFWMD) and the Army Corps of Engineers'
(Corps) mitigation requirements for the South Taxiway construction permit at
Everglades Airpark.
CONSIDERATIONS: Environmental Quality, Inc. (Contractor) is under contract with
the Collier County Airport Authority to perform mitigation at Rookery Bay required by
SFWMD and the Corp's permits for the construction of the Taxiway at the Marco
Island Executive Airport under Contract #07-4121 for $208,944. The Airport Authority,
SFWMD, and Rookery Bay staff have negotiated a site at Rookery Bay that meets the
- mitigation requirements of SFWMD for the South Taxiway construction permit at
Everglades Airpark. Because the Contractor is already on-site and mobilized, the
Contractor has agreed to perform this additional mitigation for the sum of $44,500.
A Budget Amendment is necessary to fund the required mitigation for the South
Taxiway construction permit at Everglades Airpark.
FISCAL IMPACT: The fiscal impact of this Budget Amendment request is an
increase in the Airport Authority General Fund transfer in the amount of $44,500.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
associated with this Executive Summary.
RECOMMENDATION: That the Collier County Board of County Commissioners
approve a budget amendment in too amount of $44,500 to fund mitigation at Rookery
Bay to meet SFWMD and the Corps' mitigation requirements for the South Taxiway
construction permit at Everglades Airpark.

SUBMITTAL OF A BUDGET AMENDMENT REQUEST TO THE COLLIER COUNTY
BOARD OF COUNTY COMMISSIONERS FOR $44,500 TO FUND A CHANGE ORDER FOR
MITIGAnON AT ROOKERY BAY TO MEET SOUTH FLORIDA WATER MA."IAGEMENT
DISTRICT (SFWMD) AND THE ARMY CORPS OF ENGINEERS' (CORPS) MITIGATION
REQUIREMENTS FOR THE SOUTH TAXIWAY CONSTRucnON PERMIT AT
EVERGLADES AIRPARK, PENDING FINAL APPROVAL OF PROPOSED MITIGATION
BY SFWMD AND THE CORPS.
WHEREAS, Environmental Quality, Inc. (Contractor) is under contract with the Collier
County Airport Authority (Authority) to perform mitigation at Rookery Bay under Contract # 07.
4]21 for $208,944; and
WHEREAS, the Airport Authority, South Florida Water Management District (SFWMD) and
Rookery Bay staff have negotiated a site at Rookery Bay that meets the mitigation requirements of
SFWMD for the South Taxiway construction permit at Everglades Airpark; and
WHEREAS, the Contractor has agreed to perform this additional mitigation for the sum of
$44,500, increasing the to total amount of the contract from $208,944 to $253,444; and
WHEREAS, a Budget Amendment increase is required to fund this change order for the
mitigation required for the South Taxiway construction permit at Everglades Airpark; and
WHEREAS, the fiscal impact of this Budget Amendment request is an increase in the Airport
Authority General Fund transfer in the amount of $44,500.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE COLLIER COUNTY
AIRPORT AUTHORITY, that the Authority approves the submittal of a Budget Amendment request
to the Collier County Board of County Commissioners for $44,500 to fund a change order for
mitigation at Rookery Bay to meet the SFWMD and the Corps' mitigation requirements for the South
Taxiway construction permit at Everglades Airpark, pending final approval of proposed mitigation by
SFWMD and the Corps.
