Recommendation to award RFP No. 08-5012, Cellular Services and
Equipment to Sprint Solutions, Inc. in an estimated annual amount of
$320,000
OBJECTIVE: To obtain wireless services in a more cost-efficient manner.
CONSIDERATION: The Purchasing Department is responsible for the piacement of
various types of communications services agreements for staff to utilize when traveling
outside of the County, as well as assisting them in performing their daily functions in an
expedient manner,
On October 17, 2007, a formal request for proposals was posted in the lobby of the
Purchasing Building and distributed to thirty-seven (37) firms that provide these
services. On November 16, 2007 proposals from three (3) firms were received.
A Selection Committee meeting was held on January 10, 2008, and after review,
scoring and discussion of the proposals, by consensus of the members, Sprint
Solutions, Inc. was considered best qualified to provide these services to the County.
Purchasing Staff has negotiated a new agreement with the selected vendor that affords
~ the agency the opportunity to reduce actual, recurring expenditures by nearly 50%
percent annually. These savings will be achieved through the use of the following
actions and features:
1. Pooled airtime plan across the BCC Agency to curtail overage charges.
2. Standardizing and limiting hardware selections to three models. All such phones
under the new agreement will be furnished to the County at no cost.
3. Eliminating or restricting the use of costly, non-essential functions
4. Leveraging various technologies to reduce the need for speciality items.
5. Addition of free nights, from 7:00 p.m. through 7:00 a.m. and weekends
6. Deploying an enhanced internal billing process that simplifies work for users and
incents them to acquire and use their phones judiciously.
FISCAL IMPACT: The estimated savings of implementing the plan as recommended is
$315,000.00 annually. The funds for this contract are located in the using departments'
cost centers.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management
Plan.
RECOMMENDATION: That the Board of County Commissioners award RFP No. 08-
5012 for Cellular Communications Services and Equipment to Sprint Solutions, Inc. and
,-- further authorize the chairman to sign the standard County Attorney approved contract.
