EXECUTIVE SUMMARY
Approve a budget amendment to recognize funds provided by South Florida Water
Management District Grants in the amount of $450,000 and approve the necessary
budget amendment for the Reclaimed Water Aquifer Storage and Recovery Project
74030,
OBJECTIVE: The public purpose of this project is to implement Aquifer Storage and
Recovery (ASR) technology in order to protect the public water supply by increasing the
available reclaimed water to be used for irrigation, This action request is to approve a
budget amendment for this project.
CONSIDERATIONS: On March 8, 2005, Agenda Item l6(C)9, the Board of COW1ty
Commissioners accepted five grant agreements for alternative water supply projects from
South Florida Water Management District (SFWMD). This acceptance included Grant
Contract No. DG050234 for the Reclaimed Water Aquifer Storage and Reeovery Project.
A budget amendment is required to increase Carryforward revenue by $450,000 for grant
proceeds that were recognized in FY 2007.
These additional fW1ds are required as a contingency for the project to cover other work
that has developed due to new regulatory constraints, which includes disinfection by-
,..-' product limits and mineral mobilization. The completion of this ASR well is the first
phase of this project. There will be four additional wells installed in the future. Design
and permitting of these additional wells are planned to begin in 201 1. The ASR project is
consistent with the 2005 Wastewater Master Plan Update adopted by the Board of Collier
County Commissioners on June 6, 2006, under Item 10(B), and can be found in the
Master Plan table 8-2 page 5 of 5, line item 125.
FISCAL IMP ACT: A Budget Amendment is needed to recognize Canyforward
revenue of $450,000 for grant proceeds that were recognized in FY 2007 (but not
budgeted) and to increase the Reclaimed Water Aquifer Storage & Recovery Project
74030.
GROWTH MANAGEMENT IMPACT: This project meets current Growth
Management Plan standards to ensure the adequacy and availability of viable public
facilities.
RECOMMENDATIONS: That the Board of COW1ty Commissioners, as Ex-officio the
Governing Board of the Collier COW1ty Water-Sewer District, approve the necessary
budget amendment.
