EXECUTIVE SUMMARY
Recommendation to approve work order no. QE-FT-3535-08-03 in the Amount of
$342,830.00 to Quality Enterprises USA, Inc., for Installation of .nvC Fine Screens
at South Collier Water Reclamation Facility (SCWRF) under eontract 04-3535 -
Annual Contract for Underground Utility Contracting Services, Project 73961 and
to approve the necessary Budget Amendment.
OBJECTIVE: The public purpose is to maintain compliance with Florida Department
of Environmental Protection permit conditions, especially during peak flow conditions, at
the South County Water Reclamation Facility (SCWRF).
CONSIDERA TlONS: The SCWRF processes wastewater flow from the South County
wastewater system. The plant's first process in the treatment system is these channel
screen systems, which grind and filter the wastcwater so it can be pumped and processed
through the plant. On October 23,2007, under item 16 (C) 5, the Board approved the
purchase of two advanced design JWC fine screen systems to replace the two defective
channel screen systems at the SCWRF. The two fine screen systems were purchased at a
cost of$370,250.00 and have a scheduled delivery of April 1,2008.
In accordance with the purchasing policy, threc notices were sent on January 28th, 2008,
to obtain quotes for the installation of the two JWC tine screen systems; the quoted
amounts were as follows:

Douglas N. Higgins, Inc. $347,000.00
Mitchell and Stark Const. Co., Inc. $365,000.00
Staff reviewed the proposals and concluded that Quality Enterprises USA, Inc, has
submitted the lowest, qualified and responsive proposal. This contractor has a
satisfactory performance record on previous projects involving similar work. The
Engincer's estimatc for this work is $400,000,00. The design professional's
recommendation letter dated 2/20/08, is attached. The low quote came in under the
engineer's estimate is in line with market conditions and pricing, and is determined to be
fair and reasonable.
The proposed scope of work, which includes the removal of the old channel screen
systems, is consistent with the 2005 Wastewater Master Plan Update as adopted by the
Board on June 6, 2006, as Agenda Item 10 (B). Project 72508 is found in Table 8-2 on
page 3 of 5, lines 56 and 57; and Project 73969 is on page 4 of 5, line] 07 (identified as
Project 2006-19).
The Purchasing Department has reviewed the information in this Executive Summary.

FISCAL IMPACT: Funding for this obligation is available in the FY08 Capital Budget
adopted by the Board of County Commissioners on September 20, 2007. Funds in the
amount of$233,466.00 are available in Project 73969, SCWRF Technical Support. A
Budget Amendment in the amount of $109,364.00 is needed to complete funding for this
project; these funds arc available in Project 72508, SCWRF Reliability Improvements,
The source of all funds is the Wastewater User Fee Fund 414,
GROWTH MANAGEMENT IMPACT: This project meets current Growth
Management Plan standards to ensure the adequacy and availability of viable public
facilities.
RECOMMENDA nONS: That the Board of County Commissioners, as the Ex-officio
governing Board of the Collier County Water-Sewer District:

Dear Oscar:
We have completed an overview of the three quotations received by the Collier County on July
19 for the above referenced project. A spreadsheet with the quotations as received from the
County is attached. All quotations were free of mathematical error and appear complete.
Regarding the bid of Quality Enterprises, we note that Quotation Item 4, Demobilization and As-
built Documents, equals 4,6% of the total quotation amount rather than the minimum of 5% of
the amount. This item is, in our opinion, minor and can be disregarded.
Quality Enterprises submitted the lowest quotation of $342,830.00. The Engineer's Cost
Estimate was $400,000. Quality Enterprises has constructed many County projects, and we
understand they are an acceptable contractor and remain on the annual contract. Hole Montes
recommends issuance of the construction contract to Quality Enterprises for $342,830,00.
