Executive Summarv
Recommendation to reject the result of Bid No. 08-5044, attained hy Professional
Service Industries, Inc. to sample, analyze and report data collected for the Golden
Gate Groundwater Baseline Monitoring Project.
OBJECTIVE: The public purpose of the Golden Gate Groundwater Baseline Monitoring
Project was to determine the area's ground water quality. Collection of this data would
be compared with the January 2005 Groundwater Baseline Monitoring report.
CONSIDERA TION: The Pollution Control & Prevention Department budgeted $95,000
for the sampling, analysis and report of the groundwater of northern Golden Gate Estates
located east of 951, south oflmmokalee Road and Oil Well Road, north oflnterstate 1-75
(Alligator Alley) and west of Desoto Boulevard. The population in the northern Golden
Gate area is expected to continue to grow and most of the residences have privately
owned septic tank systems and rely on privately owned potable water wells as their
primary drinking water source. A Jannal competitive bid was advertised on September 8,
2007, under Bid No. 08-5044. Three bids were received (Forge Engineering, Inc.,
Professional Service Industries, Inc.. and WRS Infrastructure & Environment, Inc.) and
the lowest bid was from Professional Service Industries, Inc. in the amount of$136,967.
This bid exceeds the amount budgeted by the Pollution Control & Prevention
Department. This project will be re-bid more comprehensively within a restructured bid
package, to solicit more economical bid responses.
FISCAL IMPACT: Funds are available in the Water Pollution Fund 114.
GROWTH MANAGEMENT IMPACT: This project is compliant with the County's
Growth Management Plan and will significantly conflibute to the implementation of the
many goals of the Conservation and Coastal Management Element of the Growth
Management Plan.
RECOMMENDATION: That the Board of Commissioners rejects the bid of $136,967
for Bid No. 08-5044, received Irom Professional Service Industries, Inc, and all bids
received for Bid No. 08-5044.
