Agenda 03/11/2008 Item #16B 5 Agenda Item No. 1685 March 11, 2008 Page 1 of 11 EXECUTIVE SUMMARY Recommendation to approve a change order to Kraft Construction Company, Inc. to move savings in the amount of $590,560 as a result of value engineering to allowance line items amending contract #07-4173 Gordon River Water Quality Park (Freedom Park) Project No. 51018. OBJECTIVE: To revise existing contract #07-4173 by change order to assist the Transportation Services Division, Stonnwater Management Department in the construction of the Freedom Park (aka Gordon River Water Quality Park) for enhanced benefits to the public, CONSIDERATIONS: The Gordon River Water Quality Park (Freedom Park) construction contract was awarded to Kraft Construction Company, Inc. on September 26, 2007. A value engineering study was conducted on the $9,852,655 project in October 2007 by Robinson, Stafford and Rude, Inc. The final results adopted by the County included a cost savings of $590,560, The major cost saving measures include material substitution for boardwalk pilings, realigning the boardwalk to reduce the amount of wood vs. asphalt, reduce plant sizes for landscaping, eliminating covered entrance and eliminating a bridge access to the adjacent property. The value engineering ideas that the County is adopting do not change the project schedule, however it adds value to the project and reduces costs. In order to maximize the value engineering cost savings, a change order is required to identify the allocation of the realized cost savings to specific allowance line items, including the following: civil, landscaping, architectural, structural and site development. FISCAL IMPACT: A contract in the amount of $9,852,655 is in place with Kraft Construction Company, Inc. A savings in the amount of $590,560 is available in the encumbered purchase order, Gordon River Water Quality Park Project (Freedom Park) (Project No. 510185). The source of funding is a grant from Florida Communities Trust, South Florida Water Management District and ad valorem taxes.
