EXECUTIVE SUMMARY
Recommendation to award Annual Contract No. 08-5020 to Southwest Florida Mitigation
LLC, Little Pine Island Mitigation Bank and Southwest Florida Wetlands Joint Venture
for Wetland Mitigation Credits and Southwest Florida Wetlands Joint Venture for
Panther Habitat Units. Bid No. 08-5020. Projected Annnal Expenditures: $1.5 Million.
OBJECTIVE: To award an annual contract to provide wetland mitigation credits. Certain
County Capital Projects cause unavoidable impacts to the environment. As part of the
permitting process both State and Federal Regulatory Agencies require these impacts to be
mitigated. Mitigation Banks are one method of providing this mitigation.
CONSIDERATIONS: Bid No, 08-5020 was submitted for advertisement on November 9,
2007. A total of 27 firms requested bid packages of which eight (8) returned bids. Separate
bids were requested for wetland mitigation credits and panther habitat units. Southwest Florida
Mitigation LLC, Little Pine Island Mitigation Bank and Sonthwest Florida Wetlands Joint
Venture submitted the lowest bids for wetland mitigation credits, and Southwest Florida
Wetlands Joint Venture the lowest bid for pantller habitat units.
The number of available freshwater wetland crcdits is limited. Wetland credits will first be
purchased from Southwest Florida Mitigation LLC at $60,000 each. If those credits are
expended, then credits will be purchased from Southwest Florida Wetlands Joint Venture at
$61,000 each.
Saltwater wetland credits will be purchased from Little Pine Island Mitigation Bank at $55,000
each.
Panther credits (Phu) will be purchased from Southwest Florida Wetlands Joint Venture at
$1,500 each.
FISCAL IMPACT: Mitigation will be purchased on a project by project basis and the funding
will come from individual projects.
GROWTH MANAGEMENT IMPACT: Mitigation credits will not impact growth
management.
RECOMMENDATION: That the Board of County Commissioner approve the Annual
Contract for Mitigation Credits and authorize the Chairman to execute the standard contract
after review by the County Attorney's Office,
