Agenda 03/25/2008 Item #16C 1 Agenda Item No. 16C1 March 25, 2008 Page 1 of 6 EXECUTIVE SUMMARY Recommendation to Award Bid Number 08-5039 for the installation of one fuel tank for the Carica Repump Station in the amount of $2 J 8,839 to Quality Enterprises, Incorporated. OBJECTIVE: The object is to obtain approval from the Board of County Conunissioners, Ex- Officio, the Governing Board of the Collier County Water-Sewer District, to award Bid Number 08-5039 to Quality Enterprises, Incorporated for the installation of a replacement fuel tank for the Carica Repump Station. CONSIDERATIONS: The Water Department operates and maintains the Carica Repump Station located on Goodlette Road. The Repump Station is the major source of water for the northern portion of the water distribution network and houses four high service pumps. The pumps are required to provide adequate pressure to the distribution network at all times. In order to assure an uninterrupted source of water to Water District customers the station is equipped with an emergency generator. The generator requires diesel fuel to operate. The current fuel tank has been in place since the 1980's and is at the end of its useful life. ~._'....... The bid was posted on January ll, 2008, by the Purchasing Department, with 45 vendors requesting packages. The Purchasing Department received seven bids. After review of the bids by staff, six of the seven bids were found to be in compliance with all specifications. The Public Utilities Division recommends award to the lowest responsive bidder, Quality Enterprises, Incorporated. .~ FISCAL IMPACT: Funds in the amount of $218,839 are available in the County Water/Sewer Fund (412), Water Facilities Technical Support Project (7l0671). The source of funding is user fees. GROWTH MANAGEMENT IMPACT: There IS no impact on the County's Growth Management Plan. Since this was an electronic bid, a tabulation of the bids received is available on the County's on-line bidding system. A summary ofthe bid totals is as follows: Bidder Total Bid Amount Strick Equipment Sales, Inc. $ 189,750.00 Quality Enterprises USA, Inc. $ 218,839.00 C.AN. Construction, Inc $ 240,200.00 $ 250,989.00 Enviro-Logical Solutions, Inc. Fueling Components, Inc. $ 285,209.00 Mitchell Stark Company, Inc. $ 315,000.00 WRS Compass $ 355,385,00 The apparent low bidder at the time of the bid opening was Strick Equipment Sales, Inc. (Strick) However, Strick did not submit a bid bond with their bid, and is deemed non-responsive. The next low bidder was Quality Enterprises USA, Inc. (Quality). The Engineer's estimate of probable construction cost is $ 339,250, which is in the range of the bids received.
