Agenda 03/25/2008 Item # 9A Agenda Item No. 9A March 25, 2008 Page 1 of 22 EXECUTIVE SUMMARY APPOINTMENT OF MEMBER(S) TO THE ENVIRONMENTAL ADVISORY COUNCIL OBJECTIVE: To appoint four members to serve various terms (see below), to the Environmental Advisory Council. CONSIDERATIONS: The Environmental Advisory Council has several openings. This 9 member (plus 2 alternate members) council acts in an advisory capacity to the Board in matters dealing with the regulation, control, management, use or exploitation of any or all natural resources within the County, and the review of all land development petitions which require an environmental impact statement (EIS) per section 10.02.02 A of the Code, all developments of regional impact (DRl), lands with special treatment (ST) or Area of Critical State Conceml Special Treatment zoning overlays, areas of the county covered by interlocal agreements, any petitions which cannot be resolved between the applicant and staff. The membership will include technical and non-technical members. Technical members shall demonstrate evidence of expertise in one or more of the following areas related to environmental protection and natural resources management: Air Quality, Biology (including any of the sub-disciplines such as botany, ecology, zoology, etc.), Coastal Processes, and Estuarine Processes, Hazardous Waste, Hydrogeology, Hydrology, Hydraulics, Land Use Law, Land Use Planning, Pollution Control, Solid Waste, Stormwater Management, Water Resources, Wildlife Management, or other representative areas deemed appropriate by the Board such as, but not limited to, a representative of the development community. Alternate EAC members will be requested to attend meetings when regular EAC members have notified staff that they will be absent. Alternate members will participate in discussions and vote when replacing a regular member. Alternate members must be technical members that can demonstrate expertise in environmental protection and natural resource management. Terms are 4 years. The following applicants are proposed to fill two of the full time vacancies. Both of the applicants are current members. Judith Hushon, Ph.D. (current member in good standing seeking a second term) is a qualified technical applicant. Dr. Hushon has had 2 absences, both excused, during her first term. Dr. Hushon is currently the Vice-Chair of the EAC, Chair of the EAC LDC amendment Subcommittee and Chair of the Habitat Conservation Plan Advisory Committee. She is active in the Conservancy of Southwest Florida and regularly attends the RLSA review and Watershed Management Plan committee meetings. Dr. Hushon has 42 years of chemical and environmental consulting experience. Lee Horn (current member in good standing seeking a second term) is a qualified non-technical applicant. Mr. Horn has had 5 absences in his first term. Mr. Ham is also currently serving on the Contractors' Licensing Board. He has attended college with majors in Business Marketing and Finance. He is also Assistant Head Football Coach and Collegiate Recruiting Coordinator for St. John Neumann High School. She is a member of the American Institute of Certified Planner (AICP), the American Farmland Trust, U.S. Green Building Council, and is currently seeking to be a LEED Accredited Professional. He is a member of both the Florida and Wisconsin Bar since 2002. Mr. Lehmann has experience working for Wisconsin's Department of Natural Resources as a conservation officer and has clerked for 3 offices in Wisconsin. He has also worked in the private sector as a Project Manager/Environmental Scientist. Mr. Lehmann's community activities include: memberships in Reserve Officers' Association, Ducks Unlimited, Young Lawyers of Collier Bar and is a Reserve Officer in the US Coast Guard. I am a bit disappointed that this has been brought to my attention approximately 3 years into my commitment to both of these boards, versus from the start. However, based on your information, you require me to immediately resign from one of these boards based on this recent opinion. That is not any easy decision since I have invested quite a few years of time in both county boards and have enjoyed working with my feliow board members and your hard working county staff on both boards. The only fair way I could decide was to stay with the Board I have been a member of longer. Therefore, I will continue my position with the Contractor's Licensing Board and resign my position with the EAC as per your request.
