EXECUTIVE SUMMARY
Recommendation to approve and execute documents necessary for the
conveyance to Florida Governmental Utility Authority of water and
wastewater utility facilities located at the Golden Gate Library, 2432
Lucerne Road, at a cost not to exceed $200, Project 54261-1.
OBJECTIVE: To obtain approval from the Board of County Commissioners (Board) to
convey water and wastewater utility facilities to Florida Governmental Utility Authority
(FGUA) for the Golden Gate Library Expansion project.
CONSIDERATION: On December 12, 2006, approval was given by the Board to
proceed with the construction of the Golden Gate Library Expansion. The facilities to be
constructed are located northerly of and adjacent to the existing Golden Gate Public
Library and will consist of stacks, a computer lab, a conference room, study lounges and
staff areas.
Florida Governmental Utility Authority (FGUA) is the water and wastewater utility service
provider in the Golden Gate City area and will be providing water and wastewater utility
service to the Library. As a condition to providing this service, the potable water and
wastewater line facilities constructed by the County and running from the Library to a
connection point with FGUA are to be conveyed to FGUA. It is also necessary for the
County to enter into a Utility Infrastructure Conveyance and Service Agreement.
A location map is attached for reference.
FISCAL IMPACT: The total cost will not exceed $200 for recording the FGUA
documents. Funds in the amount of $200 are available in the budget under Project
54261-1, The County will also be responsible for future water and wastewater charges.
GROWTH MANAGEMENT IMPACT: Golden Gate Library is inventoried in the Collier
County Growth Management Plan. The conveyance of these facilities is consistent with
the Growth Management Plan.
RECOMMENDATION: That the Board approves the Owner's Affidavit, Bills of Sale,
Waiver and Release, Release of Lien, Utility Facility Warranty Deed, Utility Easement
and Utility Infrastructure Conveyance and Service Agreement, once they have been
received and approved by the County Attorney's Office and Facility Management
Department, and authorizes the Chairman to execute the aforementioned documents;
and also that the Board directs the County Manager or his designee to proceed to follow
all appropriate closing procedures and to record the aforementioned documents in the
Public Records of Collier County, Florida,
