Agenda 04/08/2008 Item #16E 3 Agenda 11em No. 16E3 April 8, 2008 Page 1 of 2 EXECUTIVE SUMMARY Request for the Board to waive the competitive quotation process and allow payments to Sunshine Pharmacy for prescription medication to medically needy clients in the Social Services Program for a total not to exceed $50,000. OBJECTIVE: To ensure there is no interruption in services that provide for medications for qualified medically needy clients in the Social Services Program. CONSIDERATIONS: The Housing and Human Services Department's Social Services Program assists citizens of Collier County with the purchase of medically prescribed drugs. Clients must meet stringent eligibility criteria including income, asset limits, legal status, and county residency before assistance is given. Most clients are frail elderly on fixed income or are chronically ill with little or no income. In an effort to reduce costs associated with this program, staff will contract with Albertson's LLC beginning on or about April 15, 2008 under an existing contract with Pinellas County. Implementation of the transaction requires a timeframe longer than expected. The previous provider, Sunshine Pharmacy, has agreed to honor the terms for the expired contract until the transaction is finalized on or about April 15, 2008. The utilization of the quotation process would be time consuming and delay clients obtaining medications. Therefore, utilizing the expired contract with Sunshine during the transition makes sound business sense as Sunshine already has a database of our clients and will ensure uninterrupted service to our clients. In accordance with policy, the Purchasing Director in March, authorized payment in the amount of $21,013.31 to cover an invoice for medications purchased in February. Staff is seeking approval to pay invoices for pharmaceutical expenses incurred from Sunshine Pharmacy from February 1, 2008 through April 15, 2008. Expenses will not exceed $50,000. FISCAL IMPACT: Funding for pharmaceutical expenditures in the amount of $575,000 was approved in the FY 2008 Department of Housing and Human Services Social Services/Client Assistance budget 001-155930. GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
