EXECUTIVE SUMMARY
Recommendation to have the Board of County Commissioners (Board) approve project
review and inspection fees hased on actual time spent reviewing and inspecting
drawings for the emergency exit/access road from 1-75 into the Big Cypress Preserve
proposed hy the Federal Highway Administration
OBJECTIVE: To have the Board approve an alternate review and inspection fee schedule
for work to be designed and constructed by the Federal Highway Administration for the
public good.
CONSIDERATIONS: The Federal Highway Administration (FHWA) proposes to construct
an emergency access/exit road and canal crossing on the north side of Interstate 75 at mile
marker 88 approximately 8.2 miles west of the SR 29 interchange. The access/exit is for
emergency vehicles to enter the Big Cypress National Park and the Panther Refuge in case of
emergencies and for flfe- fighting.
According to the current Fee Schedule adopted by Resolution 2007-357, Collier County
Community Development and Environmental Services (CDES) charges review and
inspection fees based on a percentage of the estimated cost of construction. This project will
involve much infrastructure cost for very little County Staff review and inspection time. The
review involves mostly water management calculations and FHW A has their own inspection
staff. The distance to the site and back makes travel time for inspections very inefficient if
done by County Staff.
FHW A has requested to be charged on a "Time and Material" basis for review and inspection
fees incurred by CDES for the processing of this project at a cost of $100 per hour ofreview
and follow-up inspections. The hourly rate is averaged based on full pay and benefits as well
as estimated travel costs to conduct the requisite inspections. Staff will track all time
dedicated to this project and will bill the FHW A directly for reimbursement.
FISCAL IMPACT: FHWA estimates that the cost of the work will be in the neighborhood
of $700,000. The review fee of 0.75% would be $5,250 and the inspection fee of 2.25%
would be $15,750 for a total of $21,000. Staff estimates that the total administration, review,
and inspection time the County will spend on this project should not exceed 30 hours, or
approximately $3,000 at $100 per hour.
GROWTH MANAGEMENT IMPACT: None
RECOMMENDATION: That the Board waive the current fee schedule and approve an
alternate review and inspection fee schedule for the FHW A emergency access road.
