EXECUTIVE SUMMARY
Recommendation to approve a budget amendment in the amount of
$200,000 from the Park & Recreation Impact Fee Reserves to pay for an
impact fee study update and the refund of impact fees to various
developers.
OBJECTIVE: To transfer funds from the Parks and Recreation Impact Fee fund
346 reserve account in the amount of $200,000, The money is needed to pay
$120,000 for refunds of canceled permits and $80,000 is to pay for the impact
fee study update which will be performed by Tindale-Oliver & Associates, Inc.
under our current annual contract #06..4044.
CONSIDERATIONS: The Productivity Committee and the Planning Commission
recommended the Parks and Recreation Impact Fee Study Update be completed
this year rather than wait until the scheduled three year update. Based on those
recommendations, the Board of County Commissioners directed that the study
be updated. Tindale-Oliver and Associates will update the study at a cost of
80,000. An additional $120,000 is also needed to refund various developers
whom have either cancelled building permits or requested an impact fee deferral.

FISCAL IMPACT: A budget amendment is needed to reduce Reserves in the
amount of $200,000 and place these funds into the Refunds and Impact Fee
Study project 313461.
GROWTH MANAGEMENT IMPACT: No direct Growth Management impact is
associated with this action.
RECOMMENDATIONS: That the Board of County Commissioners approve the
budget amendment in the amount of $200,000.
