EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve budget amendments to
recognize revenue from a developer contribution for Split Cycle Offset Optimization
Technique (SCOOT) system expansion, Project 601724 Fund (313), and permanent count
stations, Project 601727 Fund (313), in the amount of $90,000.
OBJECTIVE: To recognize revenue from a developer contribution for SCOOT system
expansion and permanent count stations to alleviate traveler delay on and near the Naples
Boulevard corridor.
CONSIDERATIONS: On March 10, 2008, The Landon Companies, as developer of the Pine
Air Lakes PUD in North Naples, remitted a check payable to the Collier County Board of
County Commissioners for $90,000. The developer contribution was a provision of the Board's
acceptance of the Pine Air Lakes CPUD (Ordinance 07-32). The developer funds were
deposited in Project 601724 Revenue (Fund 313), $50,000, for SCOOT system expansion; and
Project 601727 Revenue (Fund 313), $40,000, for the installation of permanent count stations
within the boundaries of the expanded SCOOT area. The count stations will be tied into the
SCOOT system as well as exist in order to collect quarterly traffic volume data for at least four
locations.
FISCAL IMP ACT: Budget amendments are needed to recognize the revenue in each of the
two projects so that the funds can be appropriated within each project's respective expenditure
budgets, Budget amendments will request that $50,000 be recognized from Project 601724
Revenue (Fund 313) and $40,000 be recognized from Project 601727 Revenue (Fund 313).
GROWI'H MANAGEMENT IMPACT: There is no Growth Management impact associated
with this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners approves the necessary
budget amendments to recognize a total of $90,000 in revenue from developer contributions for
SCOOT system expansion and permanent count stations at and around the Pine Air Lakes PUD.

Dear Laurie:
Attached to this memo, please find a check in the amount of $90,000. This check should be
applied as follows:
. $50,000 should be applied as the $50,000 contribution to SCOOT as set forth in provision
7.14.Q. of the Pine Air Lakes CPUD, Ordinance 07-32
. $40,000 should be applied as the $40,000 payment to install four permanent traffic count
stations along Naples Boulevard as set forth in provision 7.l4.R. of the Pine Air Lakes
CPUD, Ordinance 07-32.
