EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners waive the formal
competitive threshold and authorize use of the Naples Daily News for all required
legal advertising expenditures in the event that total expenditures exceed $50,000 for
the Comprehensive Planning Department for the 2008 fiscal year.
OBJECTIVE:
To obtain approval for the expenditure of funds, if necessary, beyond the $50,000 dollar
limit contained in the Purchasing Policy for the required legal advertising placed in the
Naples Daily News.
CONSIDERATION:
Within the Comprehenstve Planning Department budget for advertising in the Naples
Daily News, to date $45,000 dollars has been spent to provide for the legal required
public notices. In the last 3 fiscal years the Department has well exceeded the $50,000
spending threshold for the Naples Daily News. For the Department to satisfY FY2008
legal advertising invoices, the BCC must approve expenditure above the $50,000 dollar
Purchasing Policy thresho Id.

FISCAL IMPACT:
Funding has been budgeted for legal advertising in the Comprehensive Planning
Department Cost Center 138317. Source of the funds are from privately sponsored
Growth Management Plan amendments and Ad Valorem Taxes.
GROWTH MANAGEMENT IMPACT:
Authorization of the expenditure will allow for compliance with the legal advertising
requirements contained within the Growth Management Plan.
LEGAL CONSIDERATIONS:
Note: No additional review from the County Attorney is required.
RECOMMENDATION:
That the Board of County Commissioners approve the expenditure of funds, allocated in
the Comprehensive Planning Department budget for legal advertising above the $50,000
limit contained in the Purchasing Policy to satisfY the legal advertising request associated
with the Growth Management Plan (GMP) Amendments, the Annual Update and
Inventory Report (AUJR), the Horizon Study Master Committee, the Rural Lands
Stewardship Area 5-Year Review Committee and various other items managed by the
Comprehensive Planning Depm1ment.
