EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the water and sewer utility
facilities for Fiddler's Creek - Phase 3, Unit 2 - Sandpiper Drive
OBJECTIVE: The Board of County Commissioners, Ex-Officio the Governing Board of
the Collier County Water-Sewer District, to accept final and unconditional conveyance of
these water and/or sewer facilities,
CONSIDERATIONS:
1) The Developer of Fiddler's Creek - Phase 3, Unit 2, - Sandpiper Drive has
constructed the water and sewer facilities within dedicated easements to serve this
development. See altached location map.
2) Preliminary acceptance of these utility facilities was approved by the Engineering and
Environmental Services Department staff on May 25, 2005, At that time, the value of
these utility facilities (assets) was $14,227.40 for the water facilities and $13,940.80
for the sewer facilities (see altachment[s]). This final acceptance is in accordance
with Collier County Ordinance No, 2004-31, as amended.
3) Staff recorded all preliminary acceptance documents in the public records of Collier
County, which have been reviewed and approved by the County Attorney's office as
to form and legal sufficiency,
4) The water and sewer facilities with the exception of the 2 Y2 inch force main have
been operated and maintained by the Collier County Water-Sewer District during, not
less than, the required one (1) year warranty period.
5) A final inspection to discover defects in materials and workmanship has been
conducted by the Engineering and Environmental Services Department staff, and
these facilities have been found to be satisfactory and acceptable.
6) The on-site 2 Y2 inch force main shall be owned and maintained by 951 Land
Holdings, Ltd, The lift station associated with the force main will not be turned over
at this time. In future, when sanitary flows warrant, the force main will be upsized to
a 4 inch line. At that time the owner will apply for conveyance to Collier County
Util ities.
7) The PUD Monitoring staff has reviewed this request in relation to possible issues
raised by the applicable Home Owners Association (HOA), Staff is unaware of any
issues that would serve to negate the recommendation to release the applicable
secu rity.

FISCAL IMPACT: Approval of this Executive Summary will have no specific financial
impact. However, approval of this Executive Summary will result in the Collier County
Water-Sewer District receiving unconditional title to the utility facilities, which at the time
of preliminary acceptance, had a total (undepreciated) value of $28,168.20.
GROWTH MANAGEMENT IMPACT: Approval of this Executive Summary will have no
growth management impact.
LEGAL CONSIDERATIONS: No additional legal review from the County Attorney is
required to complete this final acceptance.
RECOMMENDATION: That the Board of County Commissioners, Ex-Officio the
Governing Board of the Collier County Water-Sewer District, authorize final acceptance
of these water and sewer utility facilities for Fiddler's Creek - Phase 3, Unit 2, - Sandpiper
Drive and authorize the County Manager, or his designee, to release any Utilities
Performance Security (UPS) to the Project Engineer or the Developer's designated
agent.
