EXECUTIVE SUMMARY
Recommendation to adopt a resolution pertaining to the preliminary alternatives of
the "Addition Lands" general management, wildnerness designation and off-road
vehicle plans being developed by the National Park Service (NPS) for the
management of the "Addition Lands" annexed to the Big Cypress National
Preserve.
OBJECTIVE: To adopt a resolution urging the NPS to adopt more user friendly
alternatives for the "Addition Lands" that will ensure the rights of the public to recreate
upon those lands in their entirety, in the traditional and cultural manner intended by the
enabling act for the Big Cypress Addition Lands.

CONSIDERA TIONS: The citizens of Collier County and the general public desire to
eeatiFlU8 to use the Addition Lands as such lands have traditionally been used and
enjoyed, consistent with the longstanding cultural and historical use by the public. The
NPS is developing long-range management plans, which will have a significant impact
on public use of the Addition Lands. Therefore, it is necessary to adopt a resolution
urging the NPS to adopt user friendly alternatives for use of the Addition Lands.
FISCAL IMPACT: None
GROWTH MANAGEMENT IMPACT: N/A.
LEGAL CONSIDERATIONS: The Office of the County Attorney has reviewed and
approved the attached Resolution for legal sufficiency.
RECOMMENDATION: That the Board of County Commissioners approve a
Resolution urging the NPS to adopt more user friendly alternatives for the "Addition
Lands" that will ensure the rights of the public to recreate upon those lands in their
entirety, in the traditional and cultural manner intended by the enabling act for the Big
Cypress Addition Lands.

The BCNP WIl$ established in 1974 to "assure the prescrvl'ltion, colISct'\'Utiou, and
protection of the llIll1mll, scenic, bydroiog1c, floral and faunal. Gl'ld recreational \'111= of
the Bit: Cypress Watershed in the State of Florida and to ptl)vidcmr the enhancement

additional trails must be compatible with other rocrcalional uses and

A RESOLUTION OF THE BOARD OF COUNTY COMMISIONERS OF COLLIER
COUNTY, FLORIDA PERTAINING TO THE PRELIMINARY ALTERNATIVES OF
THE "ADDITION LANDS" GENERAL MANAGEMENT, WILDERNESS
DESIGNATION AND OFF-ROAD VEHICLE PLANS BEING DEYELOPED BY THE
NATIONAL PARK SERVICE (NPS) FOR THE MANAGEMENT OF THE "ADDITION
LANDS" ANNEXED TO THE BIG CYPRESS l'IATlONAL PRESERVE.

WHEREAS, the Addition Lands lie primarily within the county of Collier County,
Florida; and
WHEREAS, these Addition Lands have long been a source of traditional recreation
including hunting. fishing, frogging, camping, motor boating, off-road vehicle use, hiking,
wildlife viewing; and
WHEREAS, the citizens ofea1lier County and the general public desire to continue
these traditional and cultural activities on all of these public lands; and
WHEREAS, the NPS is currently devetoping long range management plans for the
public use of these Addition Lands that could lead up to 75% of the Addition Lands declared a
Wilderness Area; and
WHEREAS, the Preliminary Alternatives have each placed additional restrictions
on motorized recreational access and uses of these Addition Lands and Waters, and
WHEREAS, the Everglades City resolution NO. 2005-09 incorporated by reference
here, does not support any of the preliminary alternatives due to restrictions that would result in
possible severe economic hardships on their economy; and
WHEREAS, this board concurs with Fla. Fish and Wildlife Conservation
Commission (FFWCC) comments and conclusions regarding Wilderness and Alternatives
respectively, within its June 15, 2007 review document.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: we urge the NPS to adopt a
more user friendly alternative that will ensure the rights of the public to recreate upon these lands
in their entirety, in the traditional and cultural manner that the intent oCthe enabling act oCthe Big
Cypress Addition Lands allowed for.
BE IT FURTHER RESOLVED that that the Board urges NPS to utilize standard
eXlstmg and proven land management teclmiques rather than Wilderness - proposal or
designation anywhere within the Addition Lands and Waters,

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERGLADES CITY ON THE ADDITION LANDS GENERAL
MANAGEMENT PLAN FOR BIG CYPRESS NATIONAL PRESERVE
WHEREAS, Proposed Preliminary Alternative B does designate the area at the
southeast comer ofD.S. Highway 41 and County Road 29 as Frontc01.mtry and Proposed
Preliminary Alternative F does designate the same area as Primitive Backcountry, these
two Proposals prevent the renewal, upon expiration, of existing lease.. for the EvergJades
Area Chamber of Commerce and the Collier County Sheriff currently located at that
comer, and
WHEREAS, Proposed Preliminary Alternatives B and F do not allow for the use of
mechanized vessels in the tidal road canal and other areas south ofD.S. Highway 41 and
County Road 29, and
WHEREAS, Proposed Preliminary Alternatives C, D, and E may impose unrealistic
restrictions on vessel motor size and speed, and
WHEREAS, Proposed Preliminary Alternatives B, C, D, E, and F do not list what
protective measures would be implemented for the native estuarine mangrove forest and
the indigenous manatee population habitat and do not indicate that such measures are
necessary based on scientific data showing that the forest and the manatee are currently
inadequately protected. and
WHEREAS, Proposed Preliminary Alternative D does describe plans to mark
channels that would encourage additionallargcr boats to venture into waters these boats
were not designed to navigate, and
WHEREAS, the Big Cypress Planning Team did not consult with the City of
Everglades City Council or any of its staff or consultants, when designating areas
prohibiting the use of motorized vessels, and
WHEREAS, ilie National Park Service has not complied with Section 106 of ilie
National Historic Preservation Act of 1966 as amended through 2000 by giving due
consideration to the regional hunter/fisher culture before proposing any plan but
Proposed Preliminary Alternative A.
THEREFORE, BE IT RESOLVED TBA T due to ilie restrictions that would be
imposed und".. Proposed Preliminary Alternatives B, C, D, E, and F, and possible severe
economic hardships that would result from the restrictions on thc City of Everglades City,
