OBJECTIVE: To appoint I member to serve a 4 year term, expiring on May 21,2012, to the
Collier County Water and Wastewater Authority.
CONSIDERATIONS: The Collier County Water aud Wastewater Authority has I term
expiring on May 21, 2008. This 5 member authority was established on February 27, 1996, by
Ordinance No. 96-6 to regulate utility rates and related matters regarding non-exempt water and
wastewater utilities in unincorporated Collier County. Three members shall be technical in
nature, with expertise in engineering, finance and/or business administration. The remaining 2
members shall be appointed on the basis of individual civic pride, integrity, and experience in
any area ofregulation. Members are required to file a Form I Statement of Financial Interests
each year with the Supervisor of Elections. After initial staggered terms, the terms will be 4
years. A list of the current membership is included in the backup.
The term for Jerry P. Morgan will expire on May 21, 2008. A press release was issued and I
resume was received from the following interested citizen:

This memo is sent in response to your letter dated 03/28/08 regarding Jerry Morgan's
application to continue his membership with the Collier County Water and Wastewater
Authority. Mr. Morgan currently serves as the Vice-Chairman of the Collier County
Water and Wastewater Authority and qualifies as a technical member to this group. Mr.
Morgan has not missed one scheduled meeting during his entire term and is considered
by staff to be the most active member within the Authority body.
Mr. Morgan has recently vacated his position on the Collier County Code Enforcement
Board in order to maintain his position with the Collier County Water and Wastewater
Authority, avoiding any potential conflict by serving as a member of both quasi-judicial
groups.
It would be my pleasure to continue to serve under the qualified and rational
contributions that Mr. Morgan provides to staff, fellow Authority members, the utilities
that are regulated by Collier County and their respective customers.
