EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve an exception to the current
hiring freeze policy for general fund positions and authorize the County Attorney to advertise for
and fill a vacant essential Assistant County Attorney (Land Use) position.
OBJECTIVE: Recommendation that the Board of County Commissioners approve an
exception to the current hiring freeze policy for general fund positions and authorize the County
Attorney to advertise for and fill a vacant Assistant County Attorney (Land Use) position.
CONSIDERATIONS: The Office of the County Attorney currently has 14 budgeted positions
for attorneys, including the County Attorney. Two of these budgeted positions are currently
vacant due to the County's current hiring freeze policy for general fund positions. The positions
vacated within the last year were vacated by long term employees, Michael Pettit and Tom
Palmer.
It is the opinion of the County Attorney that this Office, over time, needs three experienced
attorneys in order to improve the performance of the Office. These positions are that of a land
use attorney, a trial attorney, and a contracts attorney (which position is most easily trained in-
house). Of these three positions, the most immediate need is for a land use attorney. The goal is
to hire a land use attorney with private sector development experience.
FISCAL IMPACT: The costs associated with this position are currently budgeted in the
County Attorney budget. The other positions will need to wait until there is room in the budget.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDATION: Recommendation that the Board of County Commissioners approve
an exception to the current hiring freeze policy for general fund positions and authorize the
County Attorney to advertise for and jm an essential vacant Assistant County Attorney (Land
Use) position.
