EXECUTIVE SUMMARY
Recommendation to approve the submittal of a State Emergency Response Team subgrant
for the Department of Homeland Security (DHS) and the State of Florida Division of
Emergency Management to establish a Citizens Emergency Response Team (CERT)
Program for the Town of Ave Maria in the amount of $17,977.
OBJECTIVE: That the Board of County Commissioners approve the submittal of a grant for
the start up of a CERT program for the Town of Ave Maria, which will enhance emergency
services in this community.
CONSIDERATIONS: The CERT program allows for the enhancement of emergency services
within the town of Ave Maria, by involving the community, the university and its members to
function as partners with local emergency responders. Because the CERT members are already
on scene following a disaster, and the locale is isolated and subject to delay in response, they
playa vital role in the recovery phase prior to the arrival of first responders. CERT members can
distribute emergency supplies and equipment, assist in directing traffic and disseminating
information
In addition to disaster recovery, CERT members contribute in day to day operations in such areas
searching for a lost child and providing training within the community in such areas as hurricane
preparedness, fire safety and extinguishment, medical triage, etc.
This grant is requesting funds in the amount of $17,977 for the start up cost for the Ave Maria
CERT program. These funds are to cover the cost of training and equipping too CERT members
from the Ave Maria community. There are no matching funds required for this grant. However,
an in-kind match of an estimated $3,400 for office supplies and to reproduce manuals will be
made.
There is a similar grant request from Emergency Management for expansion of the CERT
program; however, there is a separate funding mechanism for this endeavor.
FISCAL IMPACT: Should this grant be awardcd, an in-kind match of an estimated $3,400 for
manual reproduction and office supplies will be funded through EMS Fund 490 in FY08.
GROWTH IMPACT: There is no Growth Management Impact resulting from this action.
RECOMMENDA TION: That the Board of County Commissioners approve:

Florida Division of Emergency f\1anagement, Citizens Corps, Community Emergency Response
Team Sub-Grant. The funding of this grant application will enable the Collier County EMS I Fire
Department to develop a Community Emergency Response Tei:lJn (C.E.R.T.l in order to provide
the rescue and recovery of injured, trapped or isolated reople in a post.disaster scenario and to
better address the hazards and restoration orservices to Collier County.
The Collier County EMS I Fire Depal1ment will cOlllmit to Incur all costs associated in
maintaining this program once estClblished nnd will be continued under the operations budget.

Section IV - Program Narrative (maximum 40 points)

1. Please discuss your implementation plan for the CERT program. This should include, at
minimum:
a. Strategy and methodology for recruitment of trainees;
It is the intent of the Collier county EMS { Fire Department to organize, train and deploy a
Community Emergency Response Teams for the Town of Ave Maria and a partnership College
Community Emergency Response Team (C-CERT) with Ave Maria University, utilizing the newly
developed C-CERT instructional program
Recruitment of team members will be through various local civic and religious organizations in
and around the town of Ave Maria, where established community organizations have queried the
EMS { Fire Department regarding the organization of a CERT { C-CERT program.
In order to recruit perspective team members we will utilize various mediums such as brochures
(utilizing the format outline on the instructor disk), Newspaper advertising, and speaking
engagements available to the EMS {Fire Department at various clubs and civic organizations. An
overview of the CERT program that was developed by other jurisdictions has been adapted to the
Collier County EMS { Fire Department for presentation to the public.
b. A tentative schedule of training classes during the contract period (indicate tentative
start date of each course taking place between July 2008- September 30, 2009);
The initial start date of the CERT program is projected at August 1, 2008 with the first class
graduating towards the end of September, 2008. The Collier County EMS { Fire Department is
planning on conducting four classes over the next year with at least 25 participants per class thus
creating an initial CERT { C-CERT Program of 100 members strong.
c. Plans to maintain CERT members after graduation from the course;
After the initial year of program startup and classes the Collier County EMS { Fire Department will
maintain and enhance the CERT { C-CERT program thru continuing education, team meetings,
annual CERT drills, participation in State Conferences, regional meetings and the addition of new
teams to our program thru the continual offering of CERT { C-CERT classes.
d. Plans to use CERT graduates in emergency situations;
The Collier County EMS / Fire Department is developing a Standard Operational Guideline (SOG) for the
CERT { C-CERT program in order to efficiently utilize the resources available. The CERT members will
not only be trained and available for activation in their area after the onset of a disaster, but could be
called on to conduct such operations as: Assisting in the search for a lost child on the beach, directing
traffic at a large community event, collecting donations for people in areas affected by disasters, and
assisting agencies to get services to residents of Collier County, to name a few.
e. Plans to maintain the CERT program after funding has ended; and
The Collier County EMS { Fire Department is committed to not only starting the CERT program but
maintaining it for years to come.

2. Identify the number of emergency management organizations or the targeted population area
whose emergency management needs will be directly benefited by this program.
This program will target the residents and students in and around the Town of Ave Maria
and Ave Maria University, as well as assisting the surrounding communities of
Immokalee and Big Corkscrew in times of need. These areas of Collier County are
remote and isolated from the urban Collier resources and could there fore greatly benefit
from the response of citizens in the CERT program during a disaster.
3. Discuss why this particular method was chosen.
This method was chosen as the best way to start anew CERT program for the Town of
Ave Maria and a College CERT program for Ave Maria University. The funding available
through the grant will enable Collier County EMS I Fire Department to purchase disaster
supplies and train residents and students of Ave Maria to help their family, neighbors and
community in a disaster when emergency services may be delayed.
4. Discuss the Applicant's experience and ability applied to the program.
Greg Pacter will be the lead instructor and program coordinator for the Collier County
EMS I Fire Department Ave Maria CERT.
Greg is the former Deputy Director of Operations for the State of Vermont Emergency
Management. As part of his division he was responsible for coordinating the Vermont
State CERT program.
In Florida, Greg has organized two CERT programs for the communities of Marco Island
and Bonita Springs.
Greg is a CERT Instructor Trainer, receiving his initial instructor training in 2000 from the
Emergency Management Institute at the Federal Emergency Training Center in
Emmitsburg, MD. Greg has taught many CERT courses over the past eight years.
