EXECUTIVE SUMMARY
Recommendation to reject proposals received under RFP 08.5038 "Automatic
Meter Reading System".
OBJECTIVE: The objective is to obtain approval from the Board of County
Commissioners, Ex-Officio, the Governing Board of the Collier County Water-Sewer
District to reject all proposals received under RFP No. 08-5038 "Automatic Meter
Reading System".
CONSIDERATIONS: The Water Department is responsible for the installation and
maintenance of all water meters located throughout the Collier County Water District.
There are currently over 53,000 meters in service.
Request for Proposal (RFP) for potable water meters was posted on January 16, 2008.
A total of three proposals were received by the due date of February 15th. The RFP
Committee reviewed the three proposals received from the following firms: Elster Meter
Corporation, Hersey Meter Corporation, and Municipal Water Works Incorporated. The
selection committee has determined that due to the low volume of responses and after
subsequent meetings with other meter manufacturers; the specifications provided for
this RFP were too limited. Additionally, there is a benefit modifying the specifications
and reissuing the RFP to allow additional proposers to submit.
FISCAL IMPACT:
Summary.
There is no fiscal impact in the approval of this Executive
GROWTH MANAGEMENT IMPACT: There is no growth management impact in
approving this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners (1) reject the
proposals received under RFP 08-5038 for "Automatic Meter Reading System", (2)
authorize Staff to issue a modified request for proposal package.
