EXECUTIVE SUMMARY
Recommendation to award RFP #08-5045, "Annual Contract for Roadway Contractors" to
the following contractors: Apac Southeast, Inc.; Better Roads, Inc.; Gustafson
Construction Corp., David Barron Land Development, Inc., and; Quality Enterprises USA,
Inc. (estimated annual amount $1,750,000).
OBJECTIVE: To obtain Board approval for the award of RFP 08-5045 to five (5) roadway
contractors to provide roadway construction services for proj ects without issuing individual
Request for Proposals.
CONSIDERATIONS: The RFP was posted on February 13, 2008, a total of315 solicitation
notices were sent out, and fifty-nine (59) packages were requested. On April 2, 2008, the
selection committee met to review six (6) submittals for the "Annual Contract for Roadway
Contractors". Due to a scribner's error on the Notification of Selection Committee Meeting card,
the committee was reconvened on April II, 2008 to allow for public comment. Based upon this
review, the committee recommended the approval of contracts with five (5) of the contractors
that provided submittals. The sixth firm, E. J. Breneman, L.P., was deemed through consensus
by the selection committee to not meet the qualifications and experience we were looking for in
this contract.
The type of work included in this annual contract includes work required to lengthen or
otherwise modify left and right turn lanes, modify median openings, provide intersection
improvements, construct sidewalks, and work of a similar nature to the above. The contract will
be work order driven and the quotes will be solicited from at least three of the selected
contractor's dependent upon the type of work to be performed.
FISCAL IMPACT: The funding for each work order that is assigned under the approved
contract will come from each using Department.
GROWTH MANAGEMENT IMPACT: This award will not have direct growth management
impact, and is consistent with the County's Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners award the Annual
Contract for Roadway Contractors contract to Apac Southeast, Inc., Better Roads, Inc.,
Gustafson Construction Corp., David Barron Land Development, Inc., and Quality Enterprises
USA, Inc., and authorize the Chairman of the Board to sign the standard, County Attorney
approved contract.
