EXECUTIVE SUMMARY
Recommendation to award Bid # 08-5035 "Administration Building (Building F)
Generator Replacement" to Southeastern Communication Service, Inc., to
provide for the replacement and installation of a new generator for Building F on
the Main Government Complex in the amount of $1,226,635, provide for advanced
approval of a 15% change order authority, and authorize approval for the
necessary budget amendments.
OBJECTIVE: To obtain approval from the Board of County Commissioners to award Bid # 08-
5035 "Administration Building (Building F) Generator Replacement" to Southeastern
Communication Service, Inc., to provide for the replacement and installation of a new generator
for Building F on the Main Government Complex in the amount of $1,226,635, provide for
advanced approval of a 15% change order (due to the complexity of this project, the increased
potential for unforeseen site conditions (30+ years old) and other contractors working in the
area (Courthouse Annex, Future Building "F" Security Entrance)), and authorize approval for the
necessary budget amendments. The project will be completed ten months after the Notice to
Proceed is received by the vendor.
CONSIDERATIONS: Currently, Collier County Government's Administration Building (Building
F) on the Main Government Complex has the original building's 750 kw generator from 1978.
This generator has surpassed its useful life and Is in need of replacement. Parts and supplies
for the existing 30-year old generator are no longer in production, or readily available. The
existing generator only supplies generator power to the three lower floors. This project will
replace the existing generator with a new 1,000 kw generator, providing for full generation to the
entire building, including future growth capacity for key areas such as the Board of County
Commissioner's IT Data Center and the Clerk of Court's MIS Data Center.
There were two hundred ninety-nine (299) bid notices sent and seventy-one (71) bid packages
requested. January 16, 2008, was the bid opening and five (5) bid packages were received,
with three (3) of the five considered to be non-responsive (E.B Simmonds Electrical Inc.,
Janmac Construction Inc., and Technical Management Associates, Inc.) and the remaining two
(2) bids being considered valid and responsive. The bid was awarded by using the lowest
bidder as preference. The bid tab sheet for this project references "Unit Pricing". The following
is a breakout of the winning bid:
. Alternate No 1 = Not accepted
. Unit Price #1 = $768 per LF x 350 LF (estimated based on plans) = $268,800
. Unit Price #2 = $14,000 per manhole x 3 manholes = $42,000
. Unit Price #3 = $915,835 (Generator, Feeder and Controls Installed) = $915,835
. Total Price = $1,226,635
FISCAL IMPACT: The cost of this project is $1,226.635. Due to the complexity of this project,
the potential for unforeseen site conditions (30+ years old), and other contractors working in the
area (Courthouse Annex, future Building "F" Security Entrance), a 15% contingency has also
been attached to this project. The Department of Facilities Management has the necessary
funding available within its 301 Capital Maintenance Budget.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners 1) awards Bid # 08-5035
