EXECUTIVE SUMMARY
APPOINTMENT OF MEMBER(S) TO THE AFFORDABLE HOUSING ADVISORY
COMITTEE
OBJECTIVE: To appoint 2 new members and confirm 7 members representing Collier County
on the Affordable Housing Advisory Committee.
CONSIDERATIONS: The Affordable Housing Advisory Committee is an 11 member
committee created by Ordinance 91-65 as amended to monitor the implementation of the
Affordable Housing Task Force's recommendations, and the goals, objectives, and policies of the
Housing Elements of the County's Growth Management Plan and the City's Comprehensive
Plan; investigate the feasibility of tax increment financing for infrastructure for site development
of affordable housing for low income households; develop means or mechanisms to encourage a
voluntary donation program or other revenue generating program that would contribute to an
Affordable Housing Trust Fund to be used for the benefit of residents in Collier County;
investigate a plan for any linkage and inclusionary zoning recommendations; review and
determine the effect of proposed ordinances of affordable housing and make recommendations to
the Board of County Commissioners and the Naples City Council; and investigate any other
relevant areas so directed by the Board of County Commissioners. The Board of County
Commissioners will appoint 9 members, plus an alternate member. The City of Naples will
appoint 2 members. The commission shall be comprised of members from the following
categories in connection with affordable housing:
1. Residential home building industry;
2. Banking or mortgage banking industry;
3. Areas oflabor actively engaged in home building;
4. Advocate for low-income persons;
5. For-profit provider of affordable housing;
6. Not-for-profit provider of affordable housing;
7. Real Estate professional;
8. Local planning agency;
9. Citizen who resides within the jurisdiction of the local governing body making the
appointments;
10. Citizen who represents employers within the jurisdiction;
11. Citizen who represents essential services personnel; and
12. Alternate
Terms are 3 years. A list of the current membership is included in the backup.

This 9 member commission was created on.July 23, 1991, by Ordinance No. 91-65, to monitor

Amended by Ordinance No. 2005-69: the BCC will appoint 8 members, including the altemate
member, two of which must live in the Rural Area (East of Collier Boulevard), and one of those
must be a resident of Immokalee. The City of Naples will appoint 2 members.
On 12114/04 the BeC adopted Ordinance 2004-77 to add 1 Altemate member to be appointed by
the BCC. The Alternate member shall serve in a voting capacity only when a regular member is
absent from a meeting.
On December 13, 2005, the BCC approved Ord. No. 2005-69 changing the composition of the
committee, 9 members and 1 altemate. The BCC will appoint 8 members, including the alternate
(2 of which must live in the Rural Area (East of Collier Boulevard), and one of those must be a
resident of Immokalee) and the City of Naples will appoint 2 members.

On April 11, 2008 the BCC adopted Ord. No. 2008-17 changing composition of committee; 11
members & 1 alternate; BCC will appoint 9 members plus altemate; City of Naples will appoint 2
members. Take stipulation (East of Collier Boulevard) out of ordinance.

Please accept this as my resignation from the Affordable Housing Advisory Commission.
I plan to work on an application for a CBDG grant that will allow an entity the opportunity to
purchase and rehabilitate existing homes in Collier County for income-qualified families. If I
remained on the Affordable Housing Advisory Commission, I may present a "conflict of interest"
which may diminish my potential impact on the project.
Thank you for allowing me to participate on the Commission and hearing me out. I not
only enjoyed the experience, but also learned a lot. 1 wish you and the other members the best
and will look for even more progress in the future to provide affordable housing to qualified
families in Collier County.
