EXECUTIVE SUMMARY
RECOMMEND THAT THE BOARD OF COUNTY COMMISSIONERS SERVE AS THE LOCAL COORDINATING
UNIT OF GOVERNMENT IN THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT'S FISCAL YEAR 2009
EDWARD BYRNE MEMORIAL, JUSTICE ASSISTANCE GRANT (JAG) PROGRAM AND DESIGNATE THE
SHERIFF AS THE OFFICIAL APPLICANT, SHERIFF'S OFFICE STAFF AS GRANT FINANCIAL AND PROGRAM
MANAGERS, RATIFY THE APPROVAL OF THE CERTIFICATE OF PARTICIPATION FOR 20TH YEAR FUNDING
AND THE 2009 JAG GRANT APPLICATION AS "AFTER-THE-FACT", AND AUTHORIZE ACCEPTANCE OF
AWARDS AND ASSOCIATED BUDGET AMENDMENTS.
OBJECTIVE: To seek appointment of the Collier County Commission as the coordinating unit for local application
for the fiscal year 2009 Edward Byrne Memorial, Justice Assistance Grant (JAG) Program and designate the Sheriff
as the official applicant, Sheriff's Office staff as grant financial and program managers, ratify the approval of the
Certificate of Participation for 20th year funding and the 2009 JAG grant application as "after-the-facF, and authorize
acceptance of awards and associated budget arnendments.
CONSIDERATIONS:
1. The Collier County Commission has participated in important Edward Byme Memorial projects for 19 years.
2. The Collier County fiscal year 2009 JAG Program allocation is $56,619.
3. The Sheriff's Office will seek continuing grant funds for partial fourth year payroll costs totaling $56,619 for a
Child Abuse/Sexual Offender/Sexual Predator Investigator. Another grant and Confiscated Trust Funds will
support remaining 2009 payroll costs for the Investigator.
4. Continued grant funds will be sought for fiscal year 2010. The projected local cost for the position coming
off of the grant will be $125,000 should grant funds not be available.
5. Collier County's Office of the County Manager Administrative Procedure CMA # 5330 authorizes the County
Manager to approve the submittal of grant applications with subsequent Board of County Commissioners
action at the next available Board meeting to ratify the approval as "after-the-fact".
6. This grant application was due to be electronically submitted into FDLE's SIMON grant management portal
by July 18, 2008. Because the July 18, 2008 deadline was announced on June 26, 2008, it was necessary
to request reyiew and approval of the Certificate of Participation and the grant application by the County
Manager to be followed by after-the-fact approval of the Board of County Commissioners.
7. Board approval is needed for the Collier County Commission to continue in the capacity of local coordinator,
approve the Sheriff as the official applicant, the CCSO Finance Director as the grants' chief financial
manager, the CCSO Grants Coordinator as the grant contact person and grant program manager, ratify the
approval of the Certificate of Participation for 20~ year funds and the 2009 grant application as "after.the.
fact", and to authorize acceptance of the award and associated budget amendments.
FISCAL IMPACT: None. No required match.
GROWTH MANAGEMENT: None.
RECOMMENDATION: That the Collier County Commission agrees to be the local coordinating unit of government
for the 2009 Edward Byrne Memorial, Justice Assistance Grant (JAG) Program local application, approve the Sheriff
as the official applicant, approve the CCSO Finance Director as the grant's chief financial manager and the CCSO
Grants Coordinator as the grant contact person and grant program manager, ratify the approval of the Certificate of
Participation for 20th year funding and the 2009 JAG grant application as "after-fha-fact", and authorize acceptance
of the award and approve associated budget amendments.
