Request approval by the Board of County Commissioners to exceed the $750,000
threshold of the annual Contract No. 06-3902 by $99,818 (Project 195-905363)
OBJECTIVE: To provide the survey and remote sensing services for the annual monitoring
surveys required by the state permit, Project 195-905363 (FDEP Permit No. 0222355-001-JC),
CONSIDERATIONS: FDEP permit requires the physical and biological monitoring of the
beaches on a yearly basis. This item is time sensitive in that the physical monitoring must be
done on the anniversary of the Renourishment which is in July. The biological monitoring must
be done during clear gulf waters which occur in August. Our plans were to combine all the
monitoring but were unable to accomplish within our deadline,
This scope of work and fee proposal is in response to the County's RFP dated July 3, 2008 for
profile and side scan surveys. The work description will be beach profile survey between R 1
and R89 (excluding the previously surveyed lines R10 to R21) and Side Scan Survey from R17
to R68 with survey report,
The funding for this item was approved in the 2007/2008 budget by the CAC on May 10, 2007,
the TDC on May 29, 2007 and the BCC on July 24, 2007.

The work was contemplated to be conducted under Contract 08-5068, "Physical and Biological
Monitoring for Collier County Coastal Zone Management Projects", however, the
recommendation to reject the RFP was approved by the Board on July 22, 2008, Agenda Item
16,E,8, To ensure timeliness in conducting the current, time sensitive physical and biological
monitoring projects, until the new RFP can be awarded, staff will utilize the services on a work
order by work order basis of the awarded firms under Contract 06-3902, "Fixed Term
Professional Engineering Services for Coastal Zone Management Projects"; which is active until
May 2010,
Section VII C of the Boards Purchasing Policy requires that if the cumulative sum of the work
orders issued to the same consultant under the same fixed term contract for services are not to
exceed $750,000 per Contract year without board approval. This work order will exceed this
amount by $99,818 therefore requiring Board approval.
Approval of this item by the County Manager is subject to formal ratification by the Board of
County Commissioners. If the decision by the County Manager is not ratified by that Board, the
item shall be enforceable against Collier County only to the extent authorized by law in the
absence of such ratification by that Board.
COUNTY ATTORNEY FINDING: This item has been reviewed by the County Attorney's
Office, It is legally sufficient for Board action. - CMG
FISCAL IMPACT: The Source of funds is from Category "A" Tourist Development Tax.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
