OBJECTIVE: For the Board of County Commissioners to approve the amending of previous years' Action Plans and the reprogramming of HOD federal funds, These funds became available because projects were completed under budget or became ineligible for HUD funding as such, the funds revert to the County to be used for purchase, refurbish and resell foreclosed properties in Collier County. CONSIDERATIONS: On April 22, 2008, the Board adopted Resolution No. 2008-121 approving the submittal of the annual Action Plan to HOD for $3,089,381.00 in entitlement funds for FY 2008-2009. At that time, the board instructed the Housing and Human Services Department (H&HS) to designate funding to purchase, refurbish and resell foreclosed properties in Collier County. A total of five (5) applications with requests totaling $3,355,000,00 were received by the application deadline on August I, 2008. The proposals were reviewed, scored, and ranked. The following projects have been reviewed and recommended for funding. This amendment of previous year Action Plans and reprogramming of funds will have no additional effect on ad valorem or general fund dollars. GROWTH MANAGEMENT IMPACT: Amendment of previous years Action Plans and the reprogramming of funds to create affordable housing will further the goals, objectives and policies of the Growth Management Plan's Housing Element. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office. It is legally sufficient for Board action.-CMG RECOMMENDATION: That the Board of County Commissioners approve the amendment of previous years' Action plans; authorize the reprogram of Department of Housing and Urban Development (HUD) funds; and authorize the Chainnan to sign the notification to HUD of the use of reprogrammed these federal funds for the purchase, rehabilitation and resale of foreclosed homes to income qualified individuals/families as affordable housing. Collier County has detennined that the county's low income residents/families as well as the community as a whole would greatly benefit from a program which would acquire land and foreclosed homes; rehabilitate them, and resell the homes to income qualified buyers with a subsidy or restriction to maintain the home's affordability for income qualified individuals. This amendment of previous Action Plans was advertised in two (2) local papers of general circulation in both English and Spanish. A 30 day public comment period announcing the proposed reprogramming began on August 8, 2008 and closed on September 8, 2008. The amendment and reprogramming of funds was approved at the September 9, 2008 regular meeting of the Collier County Board of County Commissioners (BCe). We believe this program will assist our citizens to find decent, affordable housing, prevent blight, and preserve our communities during the current economic downturn.
