Recommendation to approve the sole source purchase of eight (8) additional Wavetronix
SS125 HF count stations, as well as upgrading nine (9) existing Wavetronix SS105 count
stations to Wavetronix SS125 HF count stations from Wavetronix in the amount of
$154,864.00 from the PUD Monitoring/Traffic Counts Project No. 691242
OBJECTIVE: To purchase eight (8) new and upgrade nine (9) existing Permanent Traffic
Count Stations for measuring real time and historic traffic demand on the County's arterial and
collector roadways.
CONSIDERATIONS: The Board of County Commissioners has previously approved purchase
and installation of the Wavetronix Permanent Traffic Count Stations by sole source acquisition.
The Transportation Planning Department is seeking to purchase eight additional count stations,
as well as upgrade nine existing count stations to measure real time and historic traffic demand
on the County's arterial and collector roadways. Currently, most traffic counts are obtained from
24-72 hour volume studies conducted at quarterly intervals and at specific locations throughout
the County. With the absence of continuous yearly volume counts within Collier County,
seasonal factors obtained from Florida State DOT must be used to generate peak hour peak
season volumes and therefore introduce a certain percent error locally. Wavetronix SSI25 HF,
the unit offered only by Wavetronix met all of the criteria set by staff. The following criterion
was established for product evaluation:
1. Capable of measuring speed, volume, vehicle class and occupancy.
2. Must have solar powered all weather above-ground technology and be deployable within
the available right-of-way.
3. Side-fire technology with a maximum 10-lane detection capability (250ft. range)
4. Capable of remote communication with built-in data buffer for storage of a minimum 90
day capacity.
5. Must operate at a radar/microwave frequency undetectable by commercially available
automobile radar speed detectors.
Staff has successfully completed negotiations with Wavetronix in the amount of $154,864.00.
Funds have been accumulated from PIL for annual POO traffic monitoring requirements. The
fund transfer was approved by the Board of County Commissioners on June 24, 2008. These
permanent stations allow us to collect data on traffic impacts created by both development and
nonnal background growth.
FISCAL IMPACT: The Funds in the amount of $154,864.00 are available in the POO
Monitoring/Traffic Counts fund Project No. 691242 in the Gas Tax Fund (313).
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.

This work is to provide one (1) scheduied Annual Preventive
Maintenance Trip to encompass up to twenty Wavetronix
sensor installations in Collier county.
DTS will work with Collier County to agree a schedule for the
PM work with the expectation that all work will be done in a
consecutive site by site manner during the normal work week
generally at the convenience 01 DTS.
The annual scheduled visit will consist of:
1. Overall inspection and operational check of all cabinet wiring
and fuses.
2. General cabinet inspection of any filters, locks, and battery
voltages.
3. Electronic calibration and re-alignment of the sensor head if
necessary.
During the PM site inspection visit, all reasonable effort will be
made to assure complete and correct operation of each site,
including communications. Any repairs or adjustments which
are beyond the scope of the initial inspection and maintenance
visit will be reported with a statement of the added work and/or
materials required to bring the site to full operation. If a second
visit is necessary, the work will be scheduled and grouped in
such a manner that all sites needing a second visit can be
serviced in a consecutive site by site basis.
While the service and support agreement is in place, (one year
from date of purchase order acceptance) DTS will provide up to
4 additional one-day on-site service calls as needed.
Warranty 01 materials not supplied by DTS, and service
resulting from outside forces (including acts of god, war or
terrorism) and accidental phYSical damage beyond DTS control
are not part of this service agreement and will require separate
payment. All materials supplied by Wavetronix are subject to
the standard 2 year factory warranty with the exception of the
batteries which are covered by a one-year warranty. Any items
found to require replacement that are under warranty will be
handled between DTS and Wavetronix.

Delivery and installation of equipment can be made within 4-10 weeks after reciept of approved submittal data. Taxes and freight are not
included.
Poles to be provided by Collier County. Modems to be pre configured by the factory prior to shipment. Collier Couny to provide cellular
account details and assist in activation as required. Cellular service to be provided by Collier County.
This quotation is good for 30 days from the date quoted. Prices are good for shipment for 90 days after date quoted. Actual installation of

equipment will be performed by state approved contraclor (Digital Traffic Systems) Please contact DTS with any questions regarding
contractor licensing questions. (941-379-4513)
All work in Collier County in support of the above installations is quoted as off~road work for one man, with only incidental off road or
shoulder MOT included. If a situation presents itself where more extensive MOT is required, such as a lane closure or a flagging operation
which requires additional manpower, the additional manpower will be at the rate of $75.00 per hour on site. Collier County will be nolified
for coordination and approval prior to additional charges being incurred.
All Wavetronix equimenl are covered by the standard two year factory warranty against defects in materials. (excluding acts of nature).
Install labor and workmanship is warranted and covered for one year as part of DTS standard warranty.
