COMMISSION
OBJECTIVE: To appoint 2 members to serve 4 year tenns and I member to serve a 3 year
term, expiring on October 1,2012 and October 1,2011, to the Collier County Planning
Commission.
CONSIDERATIONS: The Collier County Planning Commission has 3 terms expiring on
October 1,2008, This 9 member committee assists in the formulation and review of the
Comprehensive Land Use Plan, Land Development Code, and amendments to both, and then
submits their recommendations to the Board for final decision. Members are required to file a
Form 1, Statement of Financial Interest each year with the Supervisor of Elections. Terms are 4
years, A list of the current membership is included in the backup.
The terms for Mark p, Strain (District 5), Donna J. Reed (District 2), and Bradley William
Schiffer (District 2) will expire on October 1,2008. A press release was issued and resumes
were received from the following 4 interested citizens:

NOTE: Ordinance 91-102 (C.) states that: "Term. Each appointment or reappointment shall be
for a term of four (4) years. Each appointment and reappointment shall be made so that the
terms of any two (2) members from a single commission district shall not expire in the same
year."
· In order to bring the members in compliance
with the ordinance, it is recommended that 1 member from District 2 be appointed to a 3
year term and I member be appointed to a 4 year term.
NOTE: Section Seven (B) of Ordinance 2001-55 states "Terms of office for Board
members shall be limited to two consecutive terms of service on anyone Board. .." Under
(D) of the same section, it is noted that "By a unanimous vote ofthe Commission, the
limitations set forth in subsection (B) above may be waived". According to available
records, Marck P. Strain has served 2 terms. Should the Board wish to re-appoint Mr.
Strain, the limitations on two consecutive terms will need to be waived.

Collier County Planning Commission (CCPC) Membership Recommendation to the Board
of County Commissioners
The attached spreadsheet (dated 8-20-08) indicates that Commissioner Carron (District 2) and
Commissioner Schiffer (District 2) have the most relevant experience in comparison to Lana K. Myers
who also resides in District 2, Therefore, Commissioners Carron and Schiffer are eligible for
reappointment representing Commission District 2.
While Commissioner Strain (District 5) has completed two consecutive terms on the CCPC, no other
applicant from District 5 has applied to fill this eepe vacancy, Therefore, the Bee can reappoint
Commissioner Strain to a third term.

This 9 member committee was created by authority of Chapter 67-1246, Laws of FL. On
09/03/85 the BCC adopted Res. No. 85-190, expressing intent to consider an ordinance
consolidating functions of Coastal Area Planning Commission and Immokalee Area Planning
Commission into CCPC. On 09/24/85. Ord. No. 85c51 created the CCPC, which was repealed
by LDC Ord. 91-102. This committee assists in the formulation and review of the
Comprehensive Land Use Plan, Land Development Code, and amendments to both, and then
submits their recommendations to the Board for final decision. Members are required to file a
Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms are 4
years.
On 1-8-03 at an LDC Mtg the BCC amended the LDC (sec. 5.2.3.2) to include a member of the
School Board. The Bee determined on 10/14/03 that they will be a non-voting member.
