Page 1 of 14 APPOINTMENT OF MEMBER(S) TO THE ENVIRONMENTAL ADVISORY COUNCIL OBJECTIVE: To appoint 2 alternate members to fulfill the remainder of vacant terms, expiring on April 13, 2011 and April 13, 2012, to the Environmental Advisory Council. .-- CONSIDERATIONS: This 9 member (plus 2 alternate members) council acts in an advisory capacity to the Board in matters dealing with the regulation, control, management, use or exploitation of any or all natural resources within the County, and the review of all land development petitions which require an environmental impact statement (EIS) per section 10.02.02 A of the Code, all developments of regional impact (DRI), lands with special treatment (ST) or Area of Critical State Concern! Special Treatment zoning overlays, areas of the county covered by interlocal agreements, any petitions which cannot be resolved between the applicant and staff. The membership will include technical and non-technical members. Technical members shall demonstrate evidence of expertise in one or more of the following areas related to environmental protection and natural resources management: Air Quality, Biology (including any of the sub-disciplines such as botany, ecology, zoology, etc.), Coastal Processes, and Estuarine Processes, Hazardous Waste, Hydrogeology, Hydrology, Hydraulics, Land Use Law, Land Use Planning, Pollution Control, Solid Waste, Stormwater Management, Water Resources, Wildlife Management, or other representative areas deemed appropriate by the Board such as, but not limited to, a representative of the development community. Alternate EAC members will be requested to attend meetings whcn regular EAC members have notified staff that they will be absent. Alternate members will participate in discussions and vote when replacing a regular member. Alternate members must be technical members that can demonstrate expertise in environmental protection and natural resource management. Terms are 4 years. A list of the current membership is included in the backup. Susan Leach Snyder (Alternate) resigned on May 21,2008 and we currently have an additional vacancy, for a total of2 vacancies representing Alternate positions. Date: May 20, 2008 Subject: Environmental Advisory Council (EAC) member applications Environmental staff has reviewed three applications for one (1) vacant EAC position. The following applicants are proposed to fill one vacant alternate position. The alternate position shall be filled by a technical applicant in order to attend in place of any regular member. Noah Stanridge is a qualified technical applicant. He is currently self-employed as a Planner. Mr. Standridge has a Master's of Science in Forestry and a Bachelor's in Elementary Education from the University of Florida. While in the position as Senior Planner from 2006-2006 for Collier County Comprehensive Planning Department, he was the Rural Lands Stewardship Program Manager. Mr. Stanridge worked as an Ecologist for Wilson Miller from 2005-2006. He also worked as an Aquatic Preserve Manager for the Department of Environmental Protection from 2003 to 2005. His training is focused on public policy in land management. Mr. Stanridge's experience and background includes public decision making. Quin Kurth is a qualified technical applicant. Mr. Kurth is currently an environmental and marine consultant with Turrell, Hall, and Associates, Inc. and has been with them for over 4 years. He also has one year experience of biological surveying with the Florida Fish and Wildlife Conservation Commission. In addition, he has two years experience as a botanist with Wizard Lake Nursery. He has a Bachelor's Degree in Marine Biology Education from Wittenberg University. Please note that Mr. Kurth currently works as an Environmental Consultant for Tu"ell, Hall, and Associates, Inc, a company that submits projects to CDES. Mr. Kurth will have to recuse himself from presenting and voting on projects submitted by Turrell, Hall, and Associates, Inc Darrin Brooks applied as a non- technical applicant, but has withdrawn his application. Mr. Brooks has lived in Collier County for more than 15 years. He currently works for Aegis Therapies. Mr. Brooks has a Bachelor's degree from Washburn University and a Master's degree from Eastern Illinois University.
